The following is in reply in sequence of the considerations as you presented them. First, the composition of the mixture has definitely been decided upon and was conveyed to you in my letter of March 23, 1948. I suggest you add a note to the formula given you to the effect that the water used should contain less than 100 parts per million of total hardness. We accept all of the recommendations made in your letter and will take the initiative in calling the conference. As to the position you took in the conference with Mr. Errol Gay and I, the two new factors you feel have entered the situation are not there, in fact. First, the composition of the mixture has been definitely decided upon, and secondly, we will conduct a sufficient period of well controlled experimental development in accord with your recommendations and those of others vitally concerned in our venture.
