Michels Date Subject January 1, 1977 ENGINEERING AND WORKPRACTICE CONTORL PROGRAM FOR REDUCTION OF EMPLOYEEEXPOSURE TO VINYL CHLORIDE ABERDEEN PVC PLANT The attached information is being distributed in accordance with the OSHA regulations concerning vinyl chloride exposure. The OSHA regulations require this information to be updated every six months. This issue is a revision of the previous program distributed on October 1, 1976 The Engineering Control Program describes those projects which will reduce employee exposure to VCM. The plan indicates the current status of the project and the estimated completion date. Firm predictions on project completion dates are not possible as they depend upon equipment delivery times which are beyond the control of our plant. Also attached is the Work Practice Control Program related to VCM exposure. This information is also required by OSHA and will be used to supplement the operating procedures in the training manual. These procedures indicate the operating methods to reduce exposures and the specific instances when protective equipment is required. The plan described herein must be available for examination and copy by plant personnel and by authorized governmental personnel. Those govern mental personnel specifically authorized by OSHA in the regulation are: 1. The Assistant Secretary of Labor for Occupational Safety and Health or his designee, and 2. The Director of the National Institute for Occupational Safety and Health or his designee.
