microwave intrusion detection system.
Present Situation
The Chicago Plant, originally part of a multi-building :omplex, purchased by Cyanamid in 1971, has no fence or other pr tective barriers to prevent access into our buildings from the iofth side.
There is a high fence running along the West side of ou property which protects us and our neighhors to the Nor h but we are completely open to each other and the railroad siding.
Fencing cannot be installed as our building in some areas is the property line and the two railroad sidings common to both our plant and the North neighbor, Armstrong Container, cannot be enclosed.
Justification
Reviewing the recent security problems with W. K. Fulton of corporate security, and outside contractors, we believe the proposed system to be an effective deterrence to personnel movement within its area.
Last fall the plant had an illegal entry into the plant through this area, followed a short time later by a forced entry through the South gate. An attempt was made by two men to steal pig lead.
There is also evidence that lead has been taken from the plant through the unprotected North side of the plant.

Details of Proposal

Alternatives Considered
Installation of a photoelectric beam - can easily be defeated by either going over or under the beam. Not effective for our application.
Installation of a fence - this is not practical, since the railroad siding runs between buildings 19 and 20. Continued of this railroad siding to unload the plant's raw materials makes the use of a fence impractical.

Production Factors This proposal will not alter production quality or rates.
Contingent Future Commitments
Additional funds could be required to protect the company parking lot adjacent to the plant. The additional cost to repair the fence and install a alarm system would be about $7,500.
Risks No operating risks are involved.
Summary
The installation of a microwave intrusion system will protect the North end of the plant.
