Precautionary Label for Sulfur Trioxide The task group composed of Messrs Taylor, O'Connor and Trexel sub mitted a proposed precautionary label for use in chemical safety data sheet SD-101, Sulfur Trioxide. The label was approved without change. 3. Status of Ballot on ANSI Z129.1 `Chairman A. W. Sheldon reported that Messrs Sheldon, Lore, Trexel and the secretary had met with Mr. R. Lenhard, 3. Swope and T. Willoughby of the Compressed Gas Association in an attempt to reconcile CGA objec tions to certain portions of the proposed ANSI standard Z129.1 which has been submitted for adoption by letter ballot. CGA representatives, at the meeting, had agreed that advantages can result from ANSI adoption of the standard and undertook to vote affir matively if the scope could be amended to exclude compressed gases. The MCA representatives were assured that CGA is currently preparing a standard for labeling of compressed gases and that this will be sub mitted to ANSI for letter ballot adoption as an amendment to Z129.L. The MCA task group agreed to this proposal subject to ratification by the full LAPI Committee. The following changes in the Z129.1 proposal were agreed upon: a) On page 4, under "Scope", add: It does not apply to compressed gases. b) On page 13, under Table, delete term: "flammable gas". c) On page 15, under Table 3, delete term: "compressed gases". d) On page 17, under Table 4, delete term: "cylinders". e) On page 32, delete term: "flammable gas". The proposal to exclude compressed gas from the scope of Z129.1 was discussed in detail by the LAPI Committee. Speaking in opposition to the proposal, Mr. H. McIntyre asserted that CGA labeling procedures fall short of LAPI principles and that any vacuum created in Z129.1 because of exclusion of compressed gases will be filled by NIOSH. L-792 There followed some disiussion as Co whetner deletion of compressed gases from the scope wouLd necessitate undertaking another ballot of interested organizations. At the request of the Chairman, Dr, W. H, Jones telephoned ANSI, and was advised that another balLot would not be necessary. During further discussion, if was stressed that adoption of Z129.1 by ANSI would mean acceptance of the precautionary labeling principle developed by the IAP1' Committee and chat exclusion of one or more groups of chemicals from the standard would not adversely effect this achieve ment. It was also stressed that: CGA support of the proposal would con siderably improve it's chances of success. On a motion it was voted to accept the task group's recommendation to exclude compressed gas from the scope of Z129.1. Other Negative Ballots (A) American Petroleum Institute It was agreed to respond to the API objection to the "extremely flammable." category since API does have a similar labeling category. CB) National Fire Protection Association and National Institute of Occupational Safety and Health Since these negative ballots do nor involve objections of a technical nature, it was agreed not to attempt any reconciliation. Chairman Sheldon announced that t.he task group will prepare letters in response to (a) the negative ballots and (b) to letters arising out of the. opportunity tor public comment. Responses of this nature are required under ANSI procedures. 4. Applicability of proposed ANSI Z129.I to Additional Chemical Hazard Groups At the January 16 meeting. Dr, W. H. Jones agreed to prepare sample labels based on Z1J9.1 applicable to explosives, teratogens, carcinogens, and mutagens. He submitted sample labels for chemicals in these hazard groups for consideration by the Committee. 5. New Committee Secretary Dr. J. Seawell has been named as secretary and staff representative to the Labels and Precautionary Information Committee. He will replace F. G. Stephenson who will retire, from MCA on. March 31. The Committee presented Mr. Stephenson with an engraved pewter bowl in recognition of his services. Never give anything by mouth to an unconscious person. In case of contact, immediately flush eyes or skin with plenty of water for at least 15 minutes while removing contaminated clothing and shoes.
