For many years this Association has been active in safety work for the handler and consumer of chemicals and to that end we have issued 22 manuals which include manuals for the safe handling of containers, such as carboys, drums and tank cars*
- Appropriate precautionary labels for hazardous products to protect your cus tomers as well as yourself against liability suits have also received major emphasis. In July, 1936, a confidential report on Adequate Labeling m s sent to each member president. Agreements between the U.S. Surgeon General and the chemical manufacturers have been concluded on labels for a variety of volatile solvents. To keep you informed on accidents in the home and by the lay consumer, we have, since 1932, sent you quar terly reports on poisonings from a nationwide clipping service. This information has been extremely helpful in diagnosing causes of accidents and the development of appropriate labels for those products going to the lay consumer.
The Association has been repeatedly urged to undertake a new service to report accidents occurring in the handling and use of hazardous chemicals by the con sumer (excluding accidents in the plant of the chemical manufacturer. The Chlorine Institute for many years has conducted a service for receiving and reporting all acci dents connected with chlorine which has been of tremendous practical value to that branch of the ehemical industry.
Our Executive Committee, after careful consideration, has approved the send ing of an invitation to each member to report information, as outlined dn the enclosed form, on accidents beginning January 1, 1939, in the handling and use of hazardous produots to the Washington office where they will he consolidated and reported b&ok to each member for your guidance and information. An accident for one is an accident for all. All names of manufacturers and customers will be considered as confidential ' and will be omitted in the consolidated report going to each member.
The marked upward trend of liability suits since 1930 needs no emphasis. A settlement for personal or property claims is frequently made to avoid suit even though there is no merit in the olaimj this may lead to a series of suits. The con solidation of the chemical industry's accident experience in the use and handling of chemicals will unquestionably be of direct value to you and your firm.
Will you please advise me of your willingness to participate in this ser vice and the name of the executive, designated by you, to send your reports to the Washington office.
