Tromblee D. Treleaven J. H. Cross The SHAC Action Plan was reviewed. Rufus Baca reported on the progress on Contractor Safety. A rough draft of data was issued and will be dis cussed in two weeks. In general, most items are on schedule. Harry Conrad issued the proposed bicycle safety bulletin (attached). It was reviewed and will be discussed and modified as needed next week. The Drug & Alcohol Abuse Program was discussed. A committee to implement the program in January will be finalized next week. The Annual Housekeeping Inspection will be held the last week in September. Danner, Wofford, Barfoot, Schwab, and Earl Moore (if available) were selected as inspectors. NEW BUSINESS ill ask SHAC to review his hearing protection area designation Rose Mary Fritz issued a proposed letter regarding the TCSC responsibility to review plant lab installations. Purpose The purpose of this bulletin is to establish safety rules for the use of bicycles and tricycles within the Texas City plant. II. Scope These rules apply to all operators of bicycles and tricycles within the plant including non-Texas City Monsanto employees and contractors. III. Responsibilities A. Individual It will be the responsibility of each bicycle/tricycle operator to be familiar with the rules described in this bulletin. It is also the responsibility of each individual to make certain his or her cycle is in a safe condition prior to using. Failure to adhere to these rules will lead to disciplinary action up to and including discharge. B. Foremen, Supervisors, Superintendents It will be the responsibility of each foreman, supervisor and super intendent in the plant to enforce the rules described in this bulletin. 001159 LAM002359 C. General Superintendents It will be the responsibility of each General Superintendent to determine the need for bicycles/tricycles within their departments and which individuals are authorized to operate them. D. SHAC It will be the responsibility of SHAC to consider requests for granting exceptions to those rules pertaining to where the riding of bicycles and tricycles is not authorized. It will be the further responsibility of SHAC to investigate the request and make recom mendations to the Plant Manager. . Rules A. Riding of bicycles/tricycles on sidewalks, curbs, in buildings or in operating areas is prohibited. V* Q B. Riding through roped off areas is prohibited. C. All traffic signs that apply to motor vehicles are to be observed by bicycle/tricycle operators. D. Carrying of heavy or bulky loads that prohibit using both hands on handle bars will not be allowed. E. Bicycles/tricycles approved to carry glass sample bottles or other fragile glass equipment will meet the standards as described in Appendix A to this bulletin. F. 001160 LAM002360 F. Only one person on a bicycle/tricycle. No passengers allowed. G. Bicycles must be parked in authorized racks when not in use. H. Driving through water and/or over or through other obstacles is forbidden. I. Driving across railroad tracks is permissable only when the crossing is done at a perpendicular angle to the tracks and when not prohibited by a sign posted at the track. J. Driving bicycles/tricycles to the gates is not authorized. The only exception to this is when the use of the cycle is required for normal work practices during the course of a shift. LAM002361
