The minutes of the previous meeting of November 1, 1946, were approved. MEMBERSHIP RESIGNATIONS - The resignation of the Lewin-Mathes Company and the Reynolds Metals Company as of January 1, 1947 were accepted. NEW MEMBERS - Okonlte Co. - The election of The Okonite Com pany, Passaic, N.J., as of January 18, 1947 to membership in the Lead Industries Association by letter ballot of the Executive Committee, was confirmed. Pacific Bridge Co. - The election of the Pacific Bridge Co., Park City, Utah, as of March 5, 1947 to membership in the Lead Industries Association by letter ballot of the Executive Committee, was confirmed. E. I. duPont de Nemours & Co. - The secretary re ported receiving an oral application for membership from the E. I. duPont de Nemours & Co., Wilmington, Delaware, and explained the dif ficulty in classifying the Company for subscription purposes in view of the varying nature of the Comp< ^s lead activities and the limi tations on membership eligibility josed by the Constitution. Executive Committee Meeting Minutes -2- March 28, -1947 It was decided to admit the E. I. duPont de Nemours & Co. to membership subject to a determination of its status at the May meet ing of the Board of Directors or Executive Committee. SUBSCRIPTION ADJUSTMENTS The Secretary stated that inasmuch as the basis for soliciting subscriptions from associate members had never been clearly defined by the Constitution and By-Laws, it was necessary for the Executive Committee to establish a subscription basis for The Okonite Co. The Secretary also called the attention of the Committee to the fact that the arrangement made with the Broken Hill Associated Smelters Proprietary Ltd. of Australia was such that they will be ex pected to subscribe on the same basis as domestic mining and smelting companies on that portion of their lead production imported into the United States. Inasmuch as other regular members of the Lead Indus tries Association were importing Mexican lead, he suggested that the Executive Committee establish a basis which would be equitable for all member companies importing lead into the United States to remove any criticism as to possible discrimination. The Secretary also called attention to the fact that minimum subscriptions to the Lead Industries Association for regular members were still $100.00 per year, well below the cost of servicing these memberships. VVHEREUPON, the Secretary was authorized to study the Consti tution and By-Laws, with a view to making changes which would ac complish the following, and present his recommendation at the May meeting: 1. Widen the scope of regular membership eligibility to include ammunition, storage battery and cable manufacturers. 2. Establish a higher minimum annual basis for regular membership subscriptions. 3. Provide for equal subscription treatment for all foreign lead imported into the United States by member companies. 4. Provide a new basis for associate membership sub scriptions. The Executive Committeee established a tentative rate of $100.00 per year for The Okonite Co. subject to revision after the May meeting. The Executive Committee expressed itself as in sympathy with a change in the By-Laws which would provide equitable subscrip tion treatment for foreign lead imported into the United States. \ I if 2 75c v Executive Committee Meeting Minutes -3- March 28, 1947 CONSOLIDATED MINING & SMELTING CO. OF CANADA___________ The Secretary reported negotiations were in progress for procuring the membership of Consolidated Mining & Smelting Co. of Canada. The Secretary was authorized if further interest was mani fested to offer membership to the Consolidated Mining & Smelting Co. of Canada on the same basis as that extended Broken Hill Associ ated Smelters Proprietary Ltd. of Australia. BATTERY ASSOCIATION COOPERATION The Secretary stated he had been corresponding with the President of the Association of Eattery Manufacturers, with a view to developing a closer coordination of the activities of the respec tive organizations of mutual interest. ELECTFTC STORAGE EATTERY COMPANY The Secretary reported an interest in membership on the part of the Electric Storage Eattery Co. SUBSIDIES The Secretary called attention to the introduction of H. R. 455 in Congress, which endeavored to set up a Division of Mineral Resources in the Department of the Interior to distribute some ?100,000,000 in the form of subsidies or premiums to the mining in dustry as a continuation of the Premium Price Plan. The Secretary was authorized to prepare a brief, in oppo sition to permanent subsidies for the lead mining industry, for ap proval of the Executive Committee as an expression of opinion of the Lead Industries Association and for use in petitioning Congress to defeat the Bill. STATISTICS Form E and F - Mine Production and Labor Reports - The Secre tary was authorized to continue publication of Forms E and F, monthly mine production and labor reports, but to confine the distribution of the reports to the reporting members because of the highly detailed pature of the information and because other services, such as the American Bureau of Metal Statistics and the U. S. Bureau of Mines, provided overall information of the same kind and with ample coverage. Form G - Secondary Lead - Eecause of the desirability, during the current lead shortage, of developing better information than is now available on the week to week trend of th sales of secondary lead made from pig lead, the Secretary was authorized to see if a report supplementing the weekly pig lead sales report of the Lead Industries Association could be published with the help of secondary lead pro ducers inside and outside the Association. L I AC275 Executive Committee Meeting Minutes -4- March 28, 1947 BUDGET - 1947 The Executive Committee discussed the probable financial requirements of the various activities of the Lead Industries Associ ation for 1947 and approved a total budget of $165,000 of which *21,000 was to' be drawn from the General Fund Division, to be used in carrying on the activities of the Agricultural Service Division ac tivities of the Association on behalf of white lead. This would leave a total of $144,000 in new funds to be subscribed, of which $10,000 would come from the American Turpentine Farmers Association Cooperative. (b) Includes subscription of $10,000 from the American Tur pentine Farmers Association Cooperative. The Committee discussed the desirability of emphasizing the work in safety and hygiene and the secretary stated plans had been laid to add a-properly qualified person to the staff to handle the growing appeals for assistance from the Association onhygienic prob lems. He called attention to the fact that it would be impossible to dc so unless a proper budget were provided. It was the view of the Committee that the financing of the activities of the Safety and Hygie: Program could be deferred until a proper individual had been found to carry" on this phase of the Association^ activities. AMERICAN PRODUCTS COUNCIL LI&C2757 The Secretary presented an invitation from the Acting Secre tary of the American Products Council, organized to protect American industry, to Join the Council. Hoffman, who had carried on for years the collection of vital statistics on deaths from lead poison ing, made it desirable to develop some other arrangement for continu ing his important studies. The Secretary was authorized to study the subject with a view to arousing the interest of some suitable Government agency to carry on the work, or in the event this could not be done, providing for the work through the auspices of the Lead Industries Association. FEDERAL TF.ADE COMMISSION The Secretary requested permission to introduce minutes of the Executive Committee, Soard of Directors, and the Annual Meetings in the Federal Trade Commission case against the white lead industry, and permission was granted. rlUr.-Q J-1.LI iVi.u- xl:rj Secretary was instructed to select a day during the week of May 4 for the annual meeting of the Lead Industries Association. RESIGKATIhK OF SECFETARYEPEASUFER ____ The Secretary tendered his resignation as Secretary and Treasurer of the Lead Industries association, as per letter sent to the Committee on March 14, as follows: "To the Executive Committee of the Lead Industries Association: "I hereby tender my resignation as Secretary and Treasurer of the Lead Industries Association, with the suggestion that it be accepted at the next meeting of the Committee so as to relieve me of active direction of my office on Kay 12, 1947, on which date, as you know, I expect to join the Executive Staff of the St. Joseph Lead Company. "May I take this opportunity to express my deep appreciation and thanks to the Committee for the generous and genuinely inspiring support they have given me from the very inception of the As sociation. The resignation was accepted, effective June 9, 1947. Mr. Brownell stated he could not let the occasion pass without expressing his profound thanks for the excellent*work of the Secretary during the years in which he had been connected with the Association, a sentiment which was echoed by his fellow com mitteemen.
