Atlanta, Georgia 30308 Dear Mr. Jeter: In accordance with Section 61.67(b) of the National Emission Standards for Hazardous Air Pollutants, this letter serves notice that VCM emission tests will begin at our PVC plant on March 9, 1982. These emission tests will be conducted on the new PVC polymerization reactor in Module No. 2 at our Aber deen, Mississippi PVC facility. The new reactor was started up on December 18, 1981. The tests are to demonstrate compliance with Sections 61.64 (e) (I)(ii) and 61.64 (a)(2). During the tests, we intend to make two batches of resin grade 5385 and one batch of resin grade 5265, which will be representative of current PVC production in the new reactor. The testing procedures will be the same as those used during the reactor emission tests conducted at our plant September 26 through September 28, 1978. These procedures were observed by Mr. Thomas Lytle of your office. A complete description of the test procedures is included in our Emission Test Report to your office, dated October 25, 1978. Briefly, the procedures involve the following: 1) The stripped PVC slurry will be sampled as it is dumped from the new reactor, D-745, and analyzed for residual VCM using test Method 107. 2) Upon completion of the dump, the VCM content of the D-745 vapor space will be determined using Test Method 106. Within 30 days after completion of the emission tests, we will submit the emission test results to you in accordance with Section 61.67(e). SAL 000110321 Mr. Charles R.
