Dear Mr. Coerver:
On August 23, 1979, Cono :ols VCM Plant submitted a request for a permit revision under Se tion 6.1.1 of the LACC regulations. Attached to the permit request wa a revised EIQ which had changes made on pages 1 of 9, 2 of 9, 9 of 9, and 6 of 9 ( 1 and 2 of 18). On August 30, 1979, George Plakoto^ of your office contacted the VCM Plant and noted that an additional change needed to be made on page 3 of 9. A complete copy of the revised EIQ with the additional change on page 3 of 9 is attached.
Mr. Plakotos also noted that a fee of $30.00 was required for processing and issuing the permit, A check for that amount is also attached to this letter.

Dear Mr. Coerver:
Conoco1 s VCM Plant locateid in Westlake, Louisiana hereby requests a permit revision under Section 6. .1 of the LACC regulations. The permit revision is being requested becaus a system is currently under construction that
will enable the VCM Plant to fire either natural gas, as is presently done, or an alternate fuel cas in its cracking furnaces. Final tie-ins for the new system are scheduled to be completed in November, 1979 and current plans call for the VCM Plant to fire a fuel gas which will be obtained from Conoco*s Refinery located at Westlake, Louisiana during periods when natural gas supplies are short, Since natural gas supplies are diminishing, it is being forecasted that thi alternate fuel gas may replace natural gas as our primary fuel source. The plant plans to alternate between firing the two
fuels as supply and deman varies.
A table showing the ertiiss ion rates reported in our current EIQ as well as those values associated wiith firing Refinery fuel gas is attached. Refinery fuel gas and a c 3py of the revised EIQ is attached. No new dispersion modeling has been conducted because the only change in emissions flowrates is the SO2 i~\ovtate and that change is considered to be insignificant. Therefore, we request the Technical Secretary's approval of the permit revision without the benefit of di spersion modeling.
