MAY 91975 TO: Technical Task Group on vinyl Chloride Research SUBJECT: Items of Interest on vinyl Chloride Monomer (VCM) 1. Summary of Environmental Protection Agency (EPA) Activities Attached is a listing of the EPA Vinyl Chloride Task Force recommendations and the office responsible for carrying out each one of these. It was prepared by the Office of Toxic Substances and a letter of transmittal is also attached. 2. Photoreactivity In a recent conversation with the writer. Dr. Steigerwald of EPA's Office of Air Quality Planning and Stan dards at Research Triangle Park indicated that the fate of VCM in the atmosphere, although of interest, is not considered a pressing issue at this time. Hence, little work is being done at EPA in this area, and he did not feel industry should initiate such studies. Instead, his agency is stressing the development of standards for VCM emissions based on best avail able technology. In this connection, he sent us an advance copy of "Standard Support-Environmental Impact Document" in two volumes (about 2 inches thick). Copies of the title pages for these volumes are attached. 3. Research by Consumer Product Safety Commission The protocol for this work was distributed to the TTGVCR on November 21, 1974 with a letter from Mr. Hehir to Dr. Johnson. In recent conversations with Mr. Hehir and Dr. McLaughlin of this agency, the writer learned that they have decided to drop the mutagenicity, teratology, and bio chemistry studies but are expanding the reproduction and cancer portions. For example, as part of the cancer study, they are exposing rats and mice at Edgewood Arsenal to 0, 50, 500, 5,000, and 50,000 ppm of vinyl chloride for one hour, one time only. These animals will be held for two years. For comparison with the one-shot experiment at 5,000 ppm, other groups will be exposed at (a) 500 ppm for ten, one-hour periods. We were invited to make formal application to visit with them in either an open or closed meeting to discuss details of their experiments 4.
