U. Crowde r Mr. C. R. Horres BACKGROUND This meeting was arranged with the cooperation of Mrs. Sullivan, our Washington consultant. Dr. Jack Thompson of the Research Criteria group was not present although he had indicated earlier that he or an associate would be. We met Mr. Slaughter but he did not participate in the dis cussions. OBJ ECTIVE The purpose of this meeting was to discuss how our production system and pellets reduce asbestos dust. DISCUSSI ON I presented a relatively non-comnercia I version of the CAL I DR I A story with more emphasis on mining and mi I I ing techniques than on products and ap plications. We did discuss the conventional short-fiber chrysotile ap plications and how pellets could work. They aid not press for details about our system and expressed respect for our proprietary position. They would I ike to have caoital cost information to enable equating a wet pro cess against extensive dust control equipment for a dry process. They were advised that our attorneys felt we had no possibility for patent protection. This group is responsible for establishing emission standards for nonoccupational exposure. Although definitely related, they have no direct interest in occupational controls. Mr. Horres is responsible for establish ing standards, which could include leak-proof packaging, emission levels, package labelling, transportation equipment clean-up, etc. Proposed standards must be published by September 30, 1971. Dr. Crowder is working on methods and equipment to reduce emissions and will definitely mention pellets in a report to be issued in 4-6 weeks. will also supply him with details on our dust collection system in King City. I Continued Environmental Protection Agency 2- - J une J 5, 197 1 They had previously tried to get information from Union Carbide but had been told we were not going to stay in the asbestos business. In al I of their investigation work they had not previously heard of pelletized asbestos. They visited CoaIinga and JM's operation last month and They now have an invitation to visit the CALIDRIA facility at any time. They insisted that JM fills non-punched bags with air-packers. They asked, facetiously we think, if we wanted Government endorsement of our pellets. I answered, facetiously I hope, that we would like to see the following listing under Hazardous Air Pollutants: Asbestos (except Union Carbide's Calidria Pellets). They concurred that asbestos was a valuable material and its use could not be prohibited. We feel certain that emission level standards will be greater than zero. They suggested that we could perhaps gain some publicity from the "environmental" trade journals, or by publishing a paper on pellets. They also feel that hard data on handling pellets would be of help. We offereo our cooperation in any practical manner and a good rapport was developed by the end of our 3-hour meeting. Future meetings between the same people could be more fruitful. We left with them 5 vials of SG-100 and one each of CALIDRIA ore, Canadian ore, 7R0C, HPP, HPG, T-I35-P, T-135-0, also a CALIDRIA notebook with all literature, a bulk handling brochure and 10 copies of "Pelletized Asbestos RECOMMENDED ACTION FHL- Make sure plant is ready for government inspection ROM- Send to JLM as soon as possible information on plant dust collection system: type, make, cost, capacity, efficiency, etc. PMcD- Send to JLM (I) recommended "pollution" journals for publicizing pellets (2) recommended tests to determine comparative "dustiness" of open fiber and pellets (3) recommended tests, with approximate duration and cost, to determine the effect of our "high purity" asbestos on cancer and mesothelioma development JLM- (I) Transmit dust collection and plant cost info, maintain contact (2) With J. Crane develop story about pellets for publication (3) Determine whether or not to have meeting with people in Cincinnati working on occupational exposure standards and controls.
