CONOCO SAFETY GUIDE
for
Handling Chemicals and Other Hazardous Materials
This guide provides basic safety and toxicity data for commonly used chemicals and other hazardous materials. These data are to aid in evaluating hazards and in establishing safe handling procedures in each Conoco facility.
The "General Information" section explains the use of the individual data sheets and gives background information on general safety and health requirements.
There are many hazardous materials not included in the individual data sheets. Data on other chemicals or industrial compounds may be obtained from the reference sources listed. The Safety Division and the Medical Division can assist in obtaining additional information.
Data on proprietary compounds and other purchased materials should be obtained from the supplier as a condition of sale. Data should be requested in the form of "Material Safety Data Sheets, OSHA Form No. 20."
This guide was prepared by the Safety Division and the Medical Division, Personnel and Industrial Relations Department, Continental Oil Company. It was reviewed and approved by the Labeling and Toxicity Advisory Committee.

GENERAL INFORMATION
I. PHYSICAL DATA
The most important physical data are given. This is to aid in evaluating hazards under various conditions.
These data are for pure or typical industrial material. In practice, materials may vary in purity or composition. Some physical constants may change significantly.
II. CHEMICAL REACTIVITY
Any unusual hazards involving violent decomposition or polymerization, dangerous reactions with other materials, or dangerous decomposition or reaction products.
III. FIRE HAZARD
A. FLASHPOINT
The temperature at which a liquid will generate sufficient vapors to sustain combustion. Liquids having ftash points below 100F are particularly dangerous because of their susceptibility to ignition at ordinary tempera tures.
8. FLAMMABLE LIMITS
The lower explosive limit (L.E.L.) is the lowest vapor concentration in air which is ignitable. The upper explosive limit (U.E.L.) is the highest vapor concentration which is ignitable. All concentrations within these limits are flammable or explosive. Higher or lower concentrations are nonexplosive.
Note: These data are for ordinary atmospheric conditions, Increased pressure, temperature, or atmospheric oxygen content changes the limits considerably.
C. AUTOIGNITION TEMPERATURE
The lowest temperature at which a flammable vapor mixture will ignite. A flame or spark is hot enough to ignite all flammable mixtures. Some vapors have sufficiently low autoignition temperatures to be ignitable by hot surfaces.

F. EXTINGUISHING MEDIA
Suitable extinguishing or fire control media are listed:
Water is usually the best extinguishing or controlling agent due to its cooling effect and because it is usually available in large quantities. Fires involving flammable liquids require special techniques. Water may not extinguish fires in liquids with low flash points (Class I Flammable-Liquids). Water may be used to cool exposed material and prevent heat damage. Most flammable liquids float on water so care must be taken to avoid spreading the fire.
"Foam" is generally more effective than water in extinguishing flammable liquid fires. For water-soluble flammable liquids, a special "alcohol" foam should be used.
Dry chemical agents and carbon dioxide are effective in extinguishing flammable liquid fires. They are less likely to cause violent reaction than water or foam,
IV. HEALTH HAZARD
A. THRESHOLD LIMIT VALUE
Threshold limit values represent conditions under which nearly ail workers may be repeatedly exposed day after day without adverse effect. The limits usually refer to time-weighted average airborne concentrations. A few, so noted, are "ceiling" concentrations which should not be exceeded at any time.
The values listed are included in the Federal (OSHA) Regulations, unless otherwise noted.
The usual units for threshold limit values are parts per million (ppm) for gases and vapors and milligrams per cubic meter (mg/M3) for dusts and mists. Some dusts are evaluated by particle count; millions of particles per cubic foot (mppcf) or fibers per milliliter (fibers/ml).

For first aid in case of hazardous exposure, follow the guidelines for the specific chemical. If specific informa tion is not available, follow these general procedures:

1. Respiratory Protection
The OSHA Standard, Part 1910.134, establishes specific requirements for an acceptable respiratory protection program. It provides that atmospheric contamination be prevented as far as feasible by engineering control measures (enclosure, ventilation, or substitution of less toxic materials). Where engineering controls are not feasible, or while they are being accomplished, appropriate respirators shall be used.
The standard specifies the following program requirements when respiratory protection is used:
Written standard procedures.
Selection of respirators according to A.N.S.1.288.2-1969.
Instruction of users.
Cleaning, storage, and inspection of respirators.
Surveillance of work area conditions and degree of employee exposure.
Regular inspection and evaluation of program.
Review of users' medical status.
Use of Bureau of Mines -- approved respirators when available.
Air quality, air compressor requirements, couplings, and cylinder marking.
Stand-by man and rescue equipment.
Respiratory protection equipment can be generally classified as air-purifying or supplied-air apparatus. The following discusses the features of the most important types:
a. Air-Purifying Respirators
1. Mechanical Filter Respirators
Mechanical filter respirators protect against particulate matter, including dusts, mists, metal fumes, and smokes. They do not protect against gases, vapors, or oxygen deficiency. Filters may, however, be used in conjunction with other air-purifying cartridges.
2. Chemical Cartridge Respirators
Chemical cartridge respirators protect against light concentrations (.05-. 1 percent by volume) of certain acid and alkaline gases, organic vapors, and mercury vapors. They use various chemical filters to purify the inhaled air. They do not protect against oxygen deficiency.
Chemical cartridge respirators are nonemergency protective devices and should never be used in immediately dangerous atmospheres except for escape.
Chemical cartridge respirators should not be used for protection against: Gases which are extremely toxic in small concentrations.

The types of eye protection referred to in this manual are:
a. Chemical Safety Goggles
Chemical safety goggles have impact-resistant lenses and a face-conforming frame. They provide excellent protection of the eyes from flying objects, liquid splashes, sprays, and dusts, They may have baffled vents to prevent lens fogging.
b. Gas-Tight Safety Goggles
These are similar to chemical safety goggles, except they are not vented. Gas-tight goggles should be used whenever vapor concentrations are irritating to the eyes.
If a full face-mask respirator is being used, it provides equally good eye protection.
c. Face Shields
Face shields protect against flying objects and direct liquid sprays. They provide good protection of the face and neck.
Face shields do not protect against dusts and vapors or from liquids coming from below or from the rear. Where the hazardous material is very dangerous to the eyes, chemical safety goggles should also be worn.
V. HAN0LINGAN0 STORAGE
Handling and storage precautions for hazardous materials depend upon the type and degree of hazard, the amount of material involved, and the method of containment or use. The guidelines given for specific materials are intended to apply to typical uses and moderate amounts used within a manufacturing plant.
There are a number of standards and local and federal regulations which may be applicable.
A. EXPLOSIVES
Handling and storage of explosives and explosive devices require special safeguards which are beyond the scope of this guide.
B. FLAMMABLE MATERIALS
The most important aspect of storing flammable materials is the segregation of different types of materials. Flammable liquids should be segregated from ordinary combustibles (wood, paper, etc), because their involve ment in one fire makes extinguishment difficult. High flash-point materials, which alone might be fairly safe, should be kept away from readily ignited materials which might involve them in a fire.
The Flammable and Combustible Liquids Code of the National Fire Protection Association (NFPA No. 30) covers good practices in the general handling of flammable and combustible liquids. This code has been adopted by the federal government as part of the OSHA Standards.
Other codes cover more specific application for flammable liquids, gases, and solids.

H. CORROSIVE MATERIALS Corrosive materials include acids, acid anhydrides, and alkalies. They should be stored away from incompatible materials. Good ventilation and regular inspection should be provided. Containers must be kept closed and properly labeled. Strong acids and alkalies cause serious burns and eye damage. Adequate protection ^gloves, goggles, aprons, etc) should be worn by personnel handling them. Safety shower and eyewash facilities must be provided within 25 feet of handling point.

Glacial (concentrated) acetic acid Is dangerous to skin and eyes. Can cause burns, conjunctivitis, dermatitis, ulcers. Inhalation causes irritation of mucous mem branes. In dilute solution, acetic acid is substantially non-hazardous.

Acetone is an irritant to the eyes and mucous membranes. In high concentrations, it has a narcotic effect causing headache, fainting, and stupor. It is dangerous to the eyes. Causes skin irritation by its de-fatting action.

PETROLEUM HYDROCARBONS
I. PHYSICAL DATA Some typical data are listed in the attached table. Manufactured products are seldom pure compounds and may vary in properties. The important data should be established by specification or analysis.
II. CHEMICAL REACTIVITY
All petroleum hydrocarbons are flammable or combustible and will react vigorously with oxidizing agents.
Some compounds, such as butadiene, may form explosive peroxides when exposed to air.
III. FIRE HAZARD
All hydrocarbons are flammable or combustible. The gases and liquids which have flash points below 100F produce vapor mixtures which are readily ignited by any spark or f lame.
Most common hydrocarbons will float on water. For this reason, water may not be ef fective in extinguishing fires in a depth of hydrocarbon. Water fog or spray may be effective on spill fires if care is taken to avoid spreading the burning liquids. Water is most effective on flammable liquids having flash points above 100F.
Dry chemical, foam, and carbon dioxide are normally the preferred extinguishing agents for low-flash hydrocarbons.
Where a fire involves a gaseous hydrocarbon, extinguishment should be accomplished by stopping the flow of gas. The fire should be extinguished otherwise only for rescue or to allow access to valves.
IV. HEALTH HAZARD
Petroleum hydrocarbons vary widely in toxicity. The "gases'1 (methane, ethane, ethylene, acetylene) are relatively nontoxic. In sufficient concentration, however, they reduce the oxygen content of the air and act as asphyxiants.
The heavier saturated aliphatic hydrocarbons (propane, butane, pentane, hexane, heptane, octane) have a narcotic effect and are irritating to mucous membranes. The liquid hy drocarbons are skin irritants.
Aromatic hydrocarbons (benzene, toluene, xylene, etc) are dangerously toxic by inhala tion, skin absorption, or ingestion.
All hydrocarbons are dangerous to the eyes.
Hydrocarbons have varying oral toxicity, the aromatics being more hazardous. Aspira tion of liquid hydrocarbons into the lungs causes a serious form of pneumonia. Aspira tion is likely to occur when vomiting follows ingestion of hydrocarbons. For this

reason, vomiting should be induced only if the materials ingested contain toxic amounts of aromatic or other materials.
Manufactured petroleum products contain varying amounts of unsaturated and saturated aliphatic hydrocarbons, cyclic hydrocarbons, and aromatic hydrocarbons. They may also contain additives which increase their toxicity.
The heavier ''residual" products, such as heavy fuel oils, asphalt, etc, contain polycylic hydrocarbons which may be carcinogenic.
The attached table lists threshold limits recommended by the ACGIH and those limits established by OSHA.
FIRST AID PROCEDURES
Inhalation:
Remove from exposure; apply artificial respiration if breathing has stopped; give oxygen if available.
Skin:
Remove contaminated clothing; wash skin with soap and water.
Eyes:
Wash with water for 15 minutes.
Ingestion:

PROTECTIVE EQUIPMENT
Respiratory: Organic-vapor respirators for moderate vapor concentrations. For high or unknown concentrations, use a supplied-air respirator.
Note: High vapor or gas concentrations may involve explosive mixtures.

Chemical safety goggles for protection against liquid splashes or high vapor concentrations.

Rubber gloves and other impermeable clothing to prevent skin contact.
V. HANDLING AND STORAGE
Handling and storage should be strictly in accordance with, the National Fire Codes (NFPA 30) and the appropriate federal and local regulations.

The hazardous properties of phenol justify extreme care in handling. Personnel ex posed to splashes or sprays of molten phenol, phenol solutions, should wear full protective equipment, including rubber gloves and boots, full rain gear, goggles, and face shields. This includes such operations as loading and unloading, connect ing or disconnecting lines, sampling, and other tasks where there is a possibility of contact. V. Handling and Storage
Commercially sulfuric acid is usually handled in concentrated form or as oleum (fuming sulfuric acid). Oleum has additional dissolved SO3, which is liberated freely when exposed to the atmosphere.
In the concentrated forms, sulfuric acid is non-corrosive to steel. Contamination with small amounts of water creates extremely corrosive conditions. Hydrogen is liberated as a result of the corrosion and presents an explosion hazard. The presence of hydrogen should be suspected in all metal vessels con taining or contaminated with acid. Containers should be stored in a cool place and protected from damage. Containers should be tightly closed to exclude moisture. Carboys should not be emptied by means of air or gas pressure.
Safety shower and eyewash facilities should be available.
