L* J r This confirms our telephone conversation of April 30, 1976. In response to a request by the FDA, we have agreed to supply the National Institute for Environmental Health Sciences with 1800 lbs. of COF-25 asbestos at a delivered price of $5.00/lb. This material is to be used in a large- scale animal feeding test as the best available approximation of the fiber size distribution that may occur in natural water. The government will spend several million dollars on their test program so it is appropriate that we take special care in the preparation of this material and it has been priced to reflect this. We have had mixed emotions about having our specific product so closely identified with a study that will eventually be widely publicized. The COF-25 is far superior to anything else the FDA has been able to locate, however, with only our own RG-144 (we shipped them 2800# last month) as a much poorer second choice. It seems appropriate that Union Carbide, as a research oriented company, make the special effort needed to prepare the non-commercial COF-25 to assist in this important research project. The basic plan is to make only the filter cake at King City. John Skvarla will pelletize, dry, grind, and package the material at the Niagara Falls pilot plant. This approach minimizes both the down time at King City and the possibility of contamination with silica or RG-244. On this basis it is requested that you prepare 1900 lbs. (dry basis) of COF-25 filter cake and ship it to Niagara Falls. At the risk of belaboring the obvious, the following guidelines should be applied. 1. COF-25 is the overflow from the 25 mm. primary cycloves, i.e. the asbestos slurry feed to the precipitation tanks. 2. The wet end of the unit should be operating in stable condition and producing press feed with a polyester viscosity of 100,000+ at the time the RG-244 operation is interrupted to collect the COF filter cake. * Hr. F. H. Larrison -2- May 3, 1976 3. All tanks, lines, pumps, filter press, etc. that contain silica or RG-244 should be thoroughly flushed out before the COF-25 passes through them. 4. The material will be fed to animals. Please do not ship the filter-cake in fiber-pack drums that have previously contained garlic. Mr. Skvarla informs me that this imparts a distinct garlic odor to the product and it is doubtful if the rats to be used orginated in Italy. 5. Please fit this into your schedule so that the material will arrive in Niagara Falls as soon as possible but no later than May 21, 1976. The FDA would like the material as soon as we can supply it but some contingency has been built into our promised delivery data to avoid problems here. 6.
