Sin ce I was assign ed to Houston in 1951, we have not had a sin gle dangerous acciden t due to th e improper h an dlin g o f th e drums. There have been sever al case s o f slig h t le a k s, but on ly th e one r ecen t case which occurred wh ile un loadin g a Sin c la ir sh ip can be properly blamed on car e le ssn e ss in h an dlin g th e drums. About a year ago, a shipment ar r ived a t Galveston on th e Morgan Lin e s with a l l o f th e drums badly b at t er ed and sever al leak in g badly, a con dition which could have r e su lt e d in se r io u s con sequences. Th is was caused by th e drums breakin g lo o se a t sea during a storm and th e h azard was gr e at ly in cr eased because th e drums were loaded below deck. During th e p ast year , a l l shipments ar r iv e loaded on th e top deck and t h is reduces th e h azard o f clean in g up any p o ssib le s p i l l s to a very gr eat exten t .
