Spruiell PLAINTIFF'S EXHIBIT MON-2461 There have been a number of comments recently about the apparent plant rule that anyone working in or near AN-5 has to be clean shaven to assure a good seal when wearing a fresh air mask. We have received a number of calls regarding contractors working near the unit who have beards. I would like to propose for SHAC consideration, the following guidelines: 1. Anyone working in areas where unit supervision feel that the use of fresh air masks might be required to do a certain job must be clean shaven and pass a "suction test" with an air mask before being allowed, to begin work. 2. Those working in or adjacent to unit battery limits or in the streets within operating areas who do not require air masks to do their job (e.g.. Xerox repair men, telephone repair men) do not need to be clean shaven. These guidelines are based on the fact that those people that rule 1 is applicable to need air masks for entry, sampling, emergency rescue, etc. Those people that rule 2 is applicable to only have responsibility to report to the control room during an emergency and/or leave the unit as rapidly as possible. In this case 5 minute escape masks would be used and need only be pulled snug around the neck like a tie. Recent incidents tell me that the existing policy on "facial hair" is not well understood around the plant.
