The following information was obtained verbally from Mr. Pitts or Mr. Plowman unless otherwise noted.
Company Ownership: New Bern Transport (New Bern) is a subsidiary of Pepsico and operates the fleet of vehicles used to transport Pepsico products.
Process Description: New Bern's W. 35th St distribution and vehicle maintenance center operates a fleet of about a hundred heavy duty diesel engine (HDDE) motor vehicles ranging from model year (MY) 1996 to MY 2018. The fleet consist mostly ofFreightliner cabs with Caterpillar or Mercedes engines. Unless an engine or emission control device is under the manufacturer's warranty and can be fixed by a dealer, New Bern performs for its fleet both engine and emission control device maintenance such as exhaust gas recirculation (EGR) replacement or repair. The company uses a diagnostic tool to troubleshoot vehicle issues but does not perform engine control module (ECM) tuning or progrannning. It does not remove or modify emission control devices beyond OEM specs, and it only replaces engine and emission control device parts with original equipment manufacturer (OEM) parts.
Staff Interview: Mr. Pitts estimates about 40% of the HDDE fleet to be newer thatlMY 2002 and equipped with an emission control device. For the remaining 60% older than MY 2002 and not equipped with emission control devices, New Bern expects to replace many of these during the next few years.
TOUR INFORMATION
EPA toured the facility: Yes
Data Collected and Observations: Inspected approximately IO HDDE vehicles between MY 2006 and 2014 for visible signs of emission control device tampering (e.g. check for EGR and aftertreatrnent equipment, block plates, sensors, diesel exhaust fluid lines, etc.) and one onboard diagnostics (OBD) scan of a MY 2014 engine. No visible signs of tampering were found.
