In thisprocess, organic feedstocksaredispersedin liquid, anhydrous hydrogen fluoride, and an electricurrentispassed through the solution, causing the hydrogen atoms on the molecule to be replacedwith fluorine. The predominant components of the products created by thisprocess have the same carbon skeletalarrangement as the feedstockused, but with allof the hydrogen atoms replacedby fluorine. However, fragmentationand rearrangement of the carbon skeletoncan alsooccur and significanatmounts of cleaved, branched and cyclicstructuresmay be formed. The degree of fluorinationof the organicfeedstockisalsodependent upon the specific carbon chain length of the feedstockand parameters of the ECF process such as electricaclurrentand the lengthof time theprocess isrun. Itispossibleto synthesizefullyfluorinatedor perfluoroorganic molecules where allof thehydrogen atoms of thehydrocarbon feedstockhave been replaced by fluorineatoms. Using theseperfluoroorganicmolecules as basic buildingblocks, unique chemistries can be createdby furtherreactionswith functionalizedhydrocarbon molecules. 3M has produced sulfonylbased fluorochemicalscommercially forover 40 years using the ECF process. A basicbuildingblock of such productsand the highestproductionvolume fluorochemical 3M manufactures isperfluorooctanesulfonyflluoride(POSF). The startinfgeedstockforthisreaction is 1-octanesulfonylfluoride. (Reaction1) Reaction I C8Hl7SO2F + 17 HF I-Octanesulfonylfluoride Energy ------->-- C8Fl7SO2F + 17 H2 ECF Perfluorooctanesulfonyflluoride The electrochemicalfluorinatiopnrocess yieldsabout 35%-40% straightchain (normal)POSF, and a mixture of biproductsand waste of unknown and variablecomposition comprised of the following: 1) higherand lowerstraight-chahionmologs,i.e.n,-CnF2n+IS02F,e.g.C,6Fl3SO2F, C7Fl5SO2F, C9Fl9SO2F which compriseabout7% oftheprocessoutput 2) branched-chain,perfluoroalkylsulfonyflluorideswith variouschain lengths, about 18-20% of the output 3) straight-chainb,ranched, and cyclic(non-f-Lmctionalp)erfluoroalkanesand ethers, which comprise about 20-25% of the output 4) "tars"(highmolecular weight fluorochemicalbyproducts)and otherbyproducts, includingmolecular hydrogen, which comprise about 10-15% of the output. Because of slightdifferencesin process conditions, raw materials, and equipment, themixture produced by the electrochemicalfluorinatiopnrocessvariessomewhat from lot-to-loatnd from plantto-plantT.he product thatresultsfrom electrochemicalfluorinatioinsthus not a pure chemical but rathera mix of isomers and homologues. The commercialized POSF derivedproducts area mixture of approximately 70% linearPOSF derivativesand 30% branched POSF derived impurities. CAS Number 4151-50-2 3M Company 3 During production, byproducts and waste products areformed. The volatilewaste products, such as perfluoromethane, have been vented to the atmosphere in the past, but plans are being implemented to captureand destroythesereleasesby thermal oxidationover thenext few years. The tarshave been landfilledin a hazardous waste landfillinthe past, but areallcurrentlybeing incineratedatan in-house or externalhazardous waste incinerator. The byproducts, many of which areincompletely fluorinatedwith hydrogen atoms stilplresent, can be recycledback intothe ECF process or are partiallydegraded in stabilizatiopnrocessesand dischargedto controlled,in-house,wastewater treatmentsystems. The treatmentsludgeassociatedwith theECF process has been eitherlandfilled or land-incorporatedin the past, but allof thistreatmentsludge isbeing landfilledoff-sitesinceearly 1998. POSF isitselaf commercially viableproduct, but isprimarilyan importantintermediateinthe synthesisof substancesused in many other 3M fluorochemicalproducts. The majority isused to produce functionallyderivatizedfluorochemicalsand high molecular weight polymeric products. Unique chemistriescan be createdby derivatizingPOSF through the sulfonylfluoridemoiety of the molecule using conventionalhydrocarbon reactions.POSF isreactedwith methyl or ethyl amine to produce eitherN-methyl or N-ethylperfluorooctanesulfonamide(MEFOSA or ETFOSA). Some of the MEFOSA and ETFOSA isisolatedto be used as intermediatesto be reactedto form othermaterials. The majority of the MEFOSA and ETFOSA isnot isolatedand subsequentlyreactedwith ethylene carbonateto form eitherN-methyl or N-ethylperfluorooctanesulfonamido ethanol. These arethe principalbuildingblocks of the 3M product lines. SITE RELEASE AND TRANSFER INFORMATION FOR NON-TRI CHEMICALS While analyticalmethods have improved over time, large variabilitystillexistsfor certainmatrices and compounds, so dataavailableforthisreportismostly of a qualitativneature.Although limited monitoring data exists, most emission and waste estimatesare based upon process models and engineeringcalculations.Engineering calculationsh, owever, have limitationswith respectto fluorochemicalsbecause fluorochemicallosseswere not always included in the analysisof each intermediatestep. The accuracy of the emissions datasubmitted variesdue to severalfactors.Batch process systems are difficultto measure due to quickly changing processconditions, venting pressuresand difficulty in isolatingprocessesto take measurements.
