All the listed enhancements have been covered informally during the recent training and testing sessions and is 1 or ma l i ze d here. 1 Shutdown Alarm(llO) is active only in steps 103 thru 1051 it is oisabled once the program goes into step 106. 2. Au (102) the small Ml flow control valve ramps closed instead of shutting if the program goes to step 110 and this valve wa s open. 3 The program will step from step 1 03 to step 10? if the R-30 0 average bed temp becomes too low while in step 103. 4. AK(lll) the CL2 load setpoint is set to zero anytime the program goes to step 10v; so wb en going from st en 100 to step 1 O'1 the CL2 load will not change* until a valid setnoint for AIR (1 11 > is entered. 6. The proqram remembers the CL2 flow when switching from Ml load control back to CL2 load control; so when going from Ml load control baCK to CL') load control* the CL? flow does not go nack to the value of AKflll) but will hold the CL2 flow where it was at the instant the load control mode w a, switched until a valid setpoint for Ak (111) is entered. 5. In the case of a spill* booms and oil pads should be used to contain the oil as close "to the source as possible. Should the oil reach the valve on the west side of the new uiarehousei operations should be aware that a heavy rain fall could cause this dike to overflow. Contact the person on call as soon as possible. Sometime in November or December* the drainage for this area will be rerouted to the Shot Pond. Again* in the case of a spill* operations should try and contain the oil as close to the source as possible. Should some oil reach the Shot Pond* operations will set up oil booms in the V-Natch weir and downstream of there. C-500 will be shut down weather permitting. If the spill occurs during a heavy rainfall* it may be necessary to pump the Shot Pond into T-500A to prevent it from overflowing. The person on call should be notified as soon as possible. I hope this clarifies the issue: - The emissions from DV-455 are controlled with the condenser on the vent stack, not by K-50. K-50 is only used to chill the recirculated methanol which cools the vent condenser. Depending on the weather and how cold the methanol was to start with, it can take quite a while for the methanol to heat up when K-50 trips. - Our reported emissions from DV-455 are based on the recirculated methanol being no hotter than 35 degrees F. As long as the methanol is colder than that, the system is working as designed. IN THE EVENT THAT THE TEMPERATURE GETS ABOVE 35 DEGREES F, DUE TO WHATEVER REASON - COMPRESSOR TRIP, MALFUNCTION, OR ANYTHING ELSE - OR METHANOL FLOW TO THE CONDENSER IS LOST, WE HAVE ONE HOUR TO GET BACK IN CONTROL. IF THE SYSTEM CANNOT BE RETURNED TO NORMAT. WITHIN AN HOUR. WE MUST REPORT A CONTROL DEVICE BEING OUT OF SERVICE TO GATE ONE. You should also stop off-loading methanol barges and notify the area engineer in charge of storage and loading and/or the Production Supervisor or Plant Superintendent. - This is not the same procedure that Solvents/EDC-1 uses when K-60 is malfunctioning or down, and for good reason. K-60 chills a recirculated Methylene Chloride system which controls emissions from several tanks, but it is also directly tied to the vent condenser on one tank. Therefore, the emissions from that one tank go up immediately when K-60 is not operating properly. This is the reason for the inconsistent reporting procedures for the two plants. Future emission reduction goals and legislation will require either a redundant compressor or possibly replacement of the entire system with a pressure swing absorption unit. Until then, we mustjio everything we can to insure that the existing system operates properly and reliably. The main benefit is: "~ This will provide morestabie/operatfon during cool weather and hopefully will allow the compressor to run (reliabilityjduring a freeze. Without this, the compressor would shut down due to low oil temperature. By increasing the discharge pressure, you in turn increase the oil temperature preventing the compressor from shutting down. The high discharge press shutdown is still set at 270 psig ond the low ot 5 psig. The low oil temp shutdown will be changed from 92 F to 80 F. The VFD's are set up essentially the some as the ones on the E-200/300's. The fans should be run in "auto" at o discharge setpoint of 170 - 190 psig. The output on TDC controls both fans. In the winter, you may hove to put one of the switches in the field in the stop position. When starting the compressor, the field switch needs to be in the "start" position. There are emergency stop switches in the main MCC. These should only be used in an emergency situation and not for routine tagging, Let me know if you have any questions.
