C. 20210 Dear Dr* Alexander: At the meeting held at our Texas City Plant on February 13, OSHA, NIOSH and Union Carbide jointly agreed that certain basic data would be developed by Union Carbide in advance of the actual epidemiological study. I understand several of the items have already been sent to your office under separate cover. These include: 1) A listing of the major raw materials, product and by-products grouped by process or plant areas. Mr. J. B. Leverton, the Manager of Health and Environmental Affairs, forwarded this information, on February 26, to the appropriate OSHA and NIOSH personnel. 2) Damon Engle, on February 27, sent to you some basic data on acrylonitrile handling at the Texas City Plant as well as the year end employment figures for this location 1941-1978 inclusive. Here again copies of this data were also forwarded to NIOSH. Attached to this letter is some more of the information we agreed to forward to you and NIOSH. The material is as follows: 1) Detailed work histories on the eleven brain tumor cases. 2) Samples of medical record forms used at Texas City. 3) Sample of personnel record form used at Texas City. 4) Samples of industrial hygiene monitoring data for 1969 and 1972. No monitoring data is available prior to 1969. 5) An updated breakout of the city and county of residence of our present work force. ucc 053524 Dr. Vic Alexander -2- February 28, 1979 In addition, let me briefly update you on the status of the 35 "unknown" deaths. As of this date we have death certificates in hand on 12 of the group, none of which indicate a primary brain tumor. We have located where the remainder of the 35 died and have written for the death certificates. I would expect we will have most, if not all, in our possession by mid-March. Finally, in regard to the request for the data furnished Tabershaw-Cooper for the MCA vinyl chloride study in 1974, be advised that the information was extracted from work records onto cards furnished by Tabershaw-Cooper. These were forwarded to TabershawCooper (no copies were made here) and the cards were not returned. The information placed on the cards totaled 431 employees who were chemical operators, laboratory analysts and certain salaried employees. Maintenance and other associated groups were not included since their work histories were not available. It should also be noted that Tabershaw-Cooper did not provide us with a copy of their report based on the input from this plant. I believe, in connection with the 431 employees surveyed, you also wanted the cause of death for all deceased employees in the group. We supplied this information to your Houston Regional Office last year, however, to save you retrieval time, I have enclosed a copy of this letter. I would expect we would be able to forward you a history of the vinyl chloride pro duction processes in the near future.
