With reference to our telephone conversation yesterday, I send you herewith copy of the letter fraa the Ministry dated 17th January, which I received yesterday9 and oopy of agr reply.

I have this morning also received a oopy of the Clroular
Letter which you sent yesterday to the other Interested parties with
a draft of the proposed reply which Mr. MoCarrlck will send as noting
Chairman of the Northern Section of the T.Z.C.A.

I saw recently that the 'Annual Report of the Chief factory Inspector for the ypar 1956'had just bean published, and Z have received
a .copy of it this morning. Zt la published by the Stationary Office and 1 think that you' would find It of advantage to have a oopy In your
possession. There Is a chapter (beginning on page 141) about the Asbestos Regulations, and a statement at the top of page 142 which
begins "One very haxardous process, to whloh the Regulations do not always apply, Is ths removal of old heat Insulation lagging" We shall have to be ready to combat the contents of that particular paragraph by
showing that our experience has Improved, as mentioned In ay letter to
the Ministry, and that It Is not correot to raftr to this as a vary hasardous procsss.
