M23r0.JN.Ior.B-feallnMacihch, igan Avenue, Chicago, 111. My dear Mr.Banssh:
Thank you for yew letter of Hbvcmbey 85. I amdelighted to know thing# are going well with the Council and I am sure they will continue to do so under your able leadership. I was much interested to see the passage relating to the Sandblasting investigation in the minutes of the meeting of Hover*er 81* I note in particular the suggestion under item 6 that the managing director and his staff should prepare an article baaed on the technical committee**
report with the understanding that assistance would be sought from me and
Dr.Gumming, It seems to me that this suggestion raises some very difficult questions.
The members of the technical eonaoittee devoted a considerable amount of unpaid time to their work and after careful consideration of a ll criticisms agreed upon what we a ll believed to be a sound and accurate presentation of results. Many of the membera are already seriously aggrieved by the failure of the Council to publish their report and I am inclined to think that they would be even more aggrieved if the Council should publish someone elsdfts interpretation of their findings. I should certainly myself fe e l that it would be entirely improper and disloyal to the other members of the committee for bb to take any part whatever in the preparation of such a document.
Yours very sincerely,
C.-E.A.Winslow

P,5. X think the only way in which the publication of any statement based on the technical committee* report could be authorized would be by submission to the committaeas a whole#
