The Inspection was conducted under the authority of Section 308 of the CWA. EPA Region 6 inspectors, Jack Arias and Jeanne Eckhart, arrived at the facility at approximately 5:14 pm on November 19, 2015 for an unannounced inspection. There were no facility representatives' onsite during the inspection. We proceeded to conduct an oil and gas, produced/brine water Clean Water Act (CWA) inspection. FACILITY DESCRIPTION The facility is known as the Gauge Oil Company Watson 6D Lease and is located north of Luling in Caldwell County, Texas (Photo No. 1 in Appendix 1). The facility is located on an oil and gas lease at Latitude 29.718616N and Longitude -97.629029W (Photo No. 1 in Appendix 1). The lease consists of production wells, injection wells, vessels, flow lines, collection points, and other equipment used for the production of crude oil and natural gas. Production wells produce a mixture of produced water and crude oil (well fluids). Flow lines are used to transport well fluids to various locations on the lease. Collection points known as tank batteries consist of various tanks, vessels, and equipment used to separated and store the produced water and crude oil (Photo No. 2 in Appendix 1). Produced water is typically high in salts, commonly known as oil field brine. The crude oil is sold for profit and the produced water and/or brine is transported to and disposed of in various injection wells. Section II - OBSERVATIONS When we arrived, we noticed that the secondary containment walls surrounding the tanks appear to be acceptable for the size of the facility. We walked around the facility and did not observed flow paths of fluids and flow lines on the ground or in water bodies.
