The report emphasises that the Asbestos Regulations 1969 brought about a significant improvement across the whole range of the asbestos industry, reinforced by considerable additional work initiated by industry itself. As a result, most of our asbestos using processes are at or below the 1 fibre/mL control limit. But reMinlng areas do present probleu. No tighter control limits exist anywhere in the world. The industry will contest actively the following^Issuesi- 1. The special control limit of 0.5 S/ml, because in our experience it is not possible to produce a consistent control at that level. 2. The pressures placed upon users and specifiers to seek alternatives, as we believe that premature and hasty decisions on substitution could lead to problems and consequences as critical as those associated with asbestos itself. As the report notes, in -the criteria for the use of alternatives it is essential to take account of health risks, suitability of product performance and costs associated with the change. 3. The proposed implementation date of 1 Decent*r 1960. Sufficient time must bt allowed to assess the implications of the recoemendations, to allow Industry, where necessary, to adapt to tha new conditions, and to protect Jobs.
