VV>*, f*i " '' Appendix A w? p v ' ^ ',r ' ~~> -y--,.-g* ? ..-,,y 12/1/66 Appendix B Basic Qualifications of an Executive Director The Executive Director for the Mineral Fiber Research Institute should combine a scientific background, an orientation to industry, administrative capacities, and the ability to make effective appearances before open audiences, the press, and governmental bodies. ' , He should be able to grasp easily general policy laid down by a Board of Trustees and effectively formulate this policy into an action plan. Administrative capacity and responsibility plus effective" ness as a public spokesman are probably of prime importance, followed closely by a knowledge of the industry's problems and acquaintance with the scientific aspects. All of these qualifications, to some degree or other, may be found by seeking an Executive Director from the ranks of a university, or a scientific institution, from government, or from industry -- especially among those who may be faced with, or have already had, early retirement but could still be effectively active. Suggested Letter - 12/1/66 Appendix C Dear : * We are inviting you and a few other leaders in the asbestos and other mineral fibers industry to meet together (when) for the purpose of initiating an industry-supported scientific research program into possible health effects of mineral fibers. Increasingly, public health authorities, particularly in federal health and regulatory agencies, are focusing their attention on industrial products being introduced into the environment. Concern ranges from relatively limited effects of occupational exposures to much broader implications relating to the general public, or to relatively small groups within the public. Along with many other substances, asbestos, fiber glass and other mineral fibers are coming more and more under scrutiny as possible air contaminants affecting health, not only in industry but in the general public. Although most published studies, and work that is underway, have been directed at asbestos fibers, attention recently has been extending to other mineral fibers with similar or other uses. Such possible effects as allergic reactions also are coming under study. We believe it is essential for the industry to take leader ship in sponsoring health research that will help develop the factual data needed to answer questions -- before they become matters of public controversy. Instances are already known to most of us Appendix c where some public concern has been aroused by published reports suggesting involvement of mineral fibers in health problems. We are proposing the establishment of a Mineral Fibers Research Institute that will be in the public interest as well as the industry's interest. Some scattered company-sponsored research is currently in progress but we believe all would be i better served if a coordinated, well-planned and executive research program were to be conducted under the auspices of a research institute.
