' Minutes SCIENTIFIC COMMITTEE MEETING Madison Hotel Washington, D.C. April 14-15, 1964 The meeting was called to order at 2:00 P.M. April 14 by Vice Chairman G. A. Nichols. Shuger - Baltimore.Paint & Chem 2' " - Mr. Nichols introduced the several members who were attending for the first time and explained the operations and responsibilities of the committee. The minutes of the September 11-12, 1963 meeting were x approved as distributed. Reports of the advisors were then received. Their re commendations, if any, are appended to these minutes. S.T. Gridley reported, in absentia, on the activities of the three groups active in Glazing and Caulking compounds. These are Subcommittee XXIX of ASTM Committee D-l, ASTM Committee C-24 and the Technical Subcommittee on Caulking and Glazing Compounds of the Association. These three groups have close liason, and they do not do duplicate works. R, A, Brown reported on Chemical Coatings in three parts. He first discussed electrophoretic application which is under extensive study at several laboratories. It was agreed that this is a very significant development in the field of chem ical coatings. A British patent covering the method was mentioned, and it was requested that copies of this patent he obtained for distribution to committee members. It is being used by Ford Motor Co., but several problems apparently are not solved. The second part reviewed fluid bed coating. This is not new, and it was suggested that the increased use is more a question of slow development rather than a resur gence. A similar method of application involves dry pow der spray ontq hot articles. The third part comprised dis play of special crackled finishes. These were different in the patterns developed and the fact that they were alkyds rather than lacquers. W.H. LUTZ reported on Publication. He listed the several items which have been released by the Technical Division since the last committee meeting. He read a letter sugges ting a pamphlet on painting Particle-Board. It was agreed that a pamphlet should be written, and several problems were mentioned. All committee members are requested to advise the Technical Division of any points which should be covered in the; pamphlet. Next the proposal from Information for Industry to prepare Abstract Review was discussed. It was agreed thiat a citation index would not be satisfactory as a replacement cf the present Review, and it was unanimously agreed that Abstract Review, is of value to the paint in dustry and should be continued. A liason committee of the two plastic organizations has requested that they be placed on the mailing list, and they have placed us On their mailing lists. He revised the in terest in fiicrocards and the Specification Guide. In dis cussion it was agreed that most paint companies had little interest in State specifications, with the possible exception of traffic paints. It was stated that the vehicle for these paints has largely become chlorinated rubber instead of al- kyd. A Niteline paint applied hot which dried on contact was described as being popular. T.A. Thorson reported on Finishing Hardboard. He read the minutes of a recent meeting of the Joint Hardboard-Paint Com mittee which contained several suggestions. These willfoe acted upon as time permits. P. Whitford reported on Test Methods. He reviewed the plans for revision of ASA Z-66.1 if they proved necessary. He also proposed that Association members be canvassed as to test methods needing standardization and as to test methods currently in use. R. C. Adams is new advisor on Education and had no report but he requested information for future reports. During discus sion, it was stated that Professor Rheineck of North Dakota State University is interested in getting junior college grad uates for his paint course. Committee members were requested to investigate the possibility of interesting students from junior colleges in their cities. It was also suggested that a list of schools which have work-study plans like North eastern Univ. be prepared and used by Public Relations Div ision. The need of a central organization which would pre pare course material for different levels of paint education was expressed. A. F, Bohnert reported on two recent meetings of the Fire- Retardant Paint committee and reviewed plans for this com mittee. They include forums to educate the public on proper use of fire-retardant paint and a specification which can be used by various municipalities in writing codes. The TAMAP (Time and Motion Analysis Project) prepared by the Stanley Works, National Association of Heme Builders and a builder in the Cleveland area was shown. It illustrates how substantial reductions in building costs can be realised when industrial engineering concepts aire used. It was agreed by mofciJon that the possibility of a project of this nature for tfa;e paint industry should be investigated. It was an nounced that a fundamental study is being made of adhesion problems on galvanized steel. W0 W. Vasterling reported on Participation in the Annual Meet ing-; Several suggestions were made, and it was agreed that a program should be held. G, A. Nichols reported on PEI projects. Since projects will not be sent fo him and his subcommittee any longer, he sug gested disbanding the subcommittee. This was approved by motion. In the future project approval will be in the hands of a committee on which the Scientific Committee will be rep resented. L. K, Scott reported in absentia on Safety. His report is attached. It was suggested that Safety Bulletins could in clude accounts of near accidents to warn others of dangerous situations. In discussion, four bulletins of the Society of the Plastics Industry, were mentioned as being of interest. They can be obtained from the society at 250 Park Avenue, New York 17, N.Y. The four are Bulletin No. 1 - Oust Explosion Hazards in the Plastics Industry Bulletin No. 9 - Planning Good Fire Protection for Plastics Plants ! Bulletin No.13 - Flammable and Combustible Waste Disposal in the Plastics Industry Bulletin No.18 - The First Five Minutes Every Fire-An Emergency F, Scofield reported on Cooperative Projects. A movie show ing the effect of water on wood surface and and paint thereon illustrated the results of the work at Forest Products lab oratory. They are also studying different stabilizing resins for wood surfaces. It was reported that the PEI project at Syracuse Univ. while studying adhesion of paint to wood does not cover the same ground as FPL. Illinois Institute of Technology has found evidence that creep relaxation of paint films shows promise as an accelerated test. E, A. Peterson reported on Public Relations. Most recent activity has centered around Color Newsreel. He has been ap pointed to the Public Relations Committee. The films pre pared in St. Louis on paint application have been released for TV, It was suggested that a list of available movies on paint and paint making be prepared and sent to local Asso ciations and Societies. F. W. Green reported on Toxicology and Labeling. The recent Summit Conference on Labeling illustrated the value of Gov ernment-industry cooperation partly to guide government ac tions. It was reported;that the Lead Industries Association EPI 2109 5 is evaluating the 1% level which has been assigned to lead to avoid poisoning. The report in the New England Journal of Medicine on mercury poisoning from a painted wall is also being investigated. The possibility of law suits after dis closure of contents of a product to doctors and Poison Centers was raised, and it was stressed that only authorized persons should give such information. It was reported that the National Association of Home Builders is collecting problems where finishes are needed. When these are available they will be circulated to the industry. The recommendations of the advisors were then received. These are attached. Under new business the problems of obtaining uniform test pan els of different woods was mentioned. Mr. Levinson stated that he knew of a man who is setting up a service to provide such panels, provided he can get suitable lumber. Those in terested should contact Mr. Levinson. The next meeting will be during the last two weeks of Sep tember or the first week of October. The meeting adjourned at 1:00 P.M. April 15. Respectively submitted EF'I 2,110 I recommend that the Technical Division 1. Follow through with the recommendations presented at our April 14, 1963 meeting. 2. Prepare a pamphlet if possible in cooperation with the National Fire Protection Association. 3. Organize Educational Forums with local Associations. 4. Present our proposed Specification for Fire Retardant Paints to the General Service Administration. A. Bohnert Since there appears to be no further need for a PRI project subcommittee within the scientific committee, it is recommended that this subcommittee be dissolved. G.A. Nichols With the aim of enhancing the usefulness of the Raw Material Indexes to the industry, I recommend that the Technical Division conduct a survey of the technical men of the industry to determine whether 1. changes should be made in the type of information contained in the Indexes; 2. changes should be made in the format, arrangement or subdivisions; 3. certain sections should be deleted, I further recommend that the Technical Division be requested to report back to this committee regarding the money and manpower needed to put the proposed changes, if any, into effect. A.C. Elm I recommend that the Technical Division canvas the paint industry to ascertain what methods of test are most needed or desired and to establish a priority for the guidance of the Technical Division in their cooperative efforts with ASTM. P. Whitford I recommend that NPVLA explore with information for industry, Inc. the latter's proposal to prepare and publish Abstract Review. From a technical viewpoint, the Scientific Committee considers Abstract Review an important and significant Association activity, but appreciates that the IFI proposal may result in a budget increase for Abstract Review. The Committee hopes that negotiation with IFI may reveal some way of supplying Abstract Review without a budget increase.
