In vise of the extraordinary attack on lead vhich we fsce (largely 1a lead additives for gasoline, but now spreading to solder, paint, ceramics, plenun barriers etc.) your staff believes a full prograa should be considered.

Printing and sailing costa during 1970 in creased substantially and to keep within the approved budget, LZA will only publish 3 Issues during 1970. Lead abstracts Cor 1971 is recommended at the seam level as Cor 1970. Also, provision is made Cor a microfilm reader and printout to be purchased joint ly by LXA and ZI for wore efficient handling of reguests received Cor the Cull articles mentioned in the "Abstracts." The cost is roughly $5,000 to be shared equally.

Xn addition, impetus haa baan given, partly aa a reault of tha laad in gasoline problem, to greater concarn and publicity about childhood laad poisoning and. to a laaaar extent, to othar aouxcaa of laad hacarda auch aa in ceramics and ia water.
Xa tha coming yaar. tha national Air Pollution Control Adainiatxation and tha now Environmental Protaetion Agency of tha Fadaral government will ba focuaing attention on controlling laad in tha aabiant air. Data froa tha now 8avan Citlaa atudy will probably bacoaa public. A position papar on laad in tha environment, baing coaplatad by tha Dapartaant of Baalth, education and Welfare, can ba axpectad alaoat any tiaa.
There is a tandancy to deal with laad (as with othar substances which are associated with environmental hazards) by discouraging or banning its use. rather than sashing control and preventive methods.
Thus, thara is need acre than aver for tha laad industry to gat facta straight about health hazards involved in lead's use and, importantly, to do more to bring attention to tha positive and necessary aspects of tha metal in today's society.
Xt would ba tha function of tha Hill A Xnowlton or ganisation to handle public relations with newspaper and general magatine editors, radio and TV, science and environmental writers, legislative and regulat ing agencies.
Items 43- Supplementing this, it is proposed that a public Inand 45 formation advertising program in selected national madia auch as the Hew Yorh Timas, Hewsweek. Saturday Iteview, Harpers and Scientific American ba conducted by LXA's advertising agency. Their rationale, and one with which the 1XA staff agrees is that tha fut ure of many laad markets now rests with tha public. This public is Ignorant about laad, laad uaas, laad toxicology and tha research and controls which have baan successfully spplisd thereto. Bonathelesa they will be asked to Judge lead. The Corrosion Handbook based on n Tl.ZAO research project delayed fro* 1949 and currently baing pre pared for printing by LDA is now expected to ba collated aarly in 1971. Based on aarllar estimates of publication data, the UA budget for 1949 in cluded $15,000 for printing and the 1970 budget, $4,000 for nailing and distribution, none of which was expended. Xt is now rscoswanded that $21,000 ba sat aside for this purpose in 1971.
