Session Leads: State Environmental Senior Leaders. Each State has 10 minutes to highlight priorities and pressing issues. Followed by open discussion.
Purpose: Information sharing to spark conversations.

Goal: Identify common priorities and pressing issues that would benefit from leveraging resources from multiple states/EPA. Identify what role, if any, EPA can play in assisting the states meet their priorities. Lunch EPA Priority Issues
Session Leads: Assistant Regional Administrators for Superfund, Water, Air (10 minutes each). Followed by open discussion.
Purpose: Information sharing to spark conversations.
1:30 - 2:15 pm
Goal: Identify opportunities for further priority alignment and leveraging of resources with multiple states/EPA. Are EPAs priorities relevant to the states? If so how can we work together if not what revisions to them would states suggest? EPA Enforcement Priorities and Compliance Assurance
Session Leads: Suzanne Bohan, Assistant Regional Administrator, Enforcement, Compliance and Environmental Justice
Purpose: Discuss enforcement priorities and additional tools for compliance (e.g. find and fix, self-audit programs,, state-EPA partnerships, environmental results program (e.g. selfcertification, tiered inspections based on compliance history, how to evaluate tools outside of enforcement that achieve compliance).
Goal: Establish common expectations for enforcement and compliance assurance.

Contaminants of Increasing Concern - Lead, NDMA, PEAS Session Leads: State - Lead; State - PFAS; EPA- NDMA; Other9 Purpose: Share approaches for addressing contaminants of increasing concern and identify contaminants beyond Lead, NDMA and PFAS. Goal: Committ to path forward on coordination and sharing of best practices to address contaminants of increasing concern.
Budget Update Session Lead: Rick Buhl, Assistant Regional Administrator, Technical and Management Services Purpose: Information sharing. Goal: Set stage for 3:45p session on Budget Issues and State Flexibility.
PPA/PPG Update Session Lead: Martin Hestmark, Assistant Regional Administrator, Partnerships and Regulatory Assistance Purpose: Information sharing and identifying mechanisms for additional state flexibility Goal: Set stage for 3:45p session on Budget Issues and State Flexibility.
Budget Issues and State Flexibility Session Lead: State, TBD Goal: Share successes and obstacles to realizing the benefits of program and funding flexibility.

Cooperative Federalism
Session Lead: State, TBD
Purpose: Discuss what cooperative federalism means for Region 8. What should state oversight look like? What does a more collaborative relationship look like? Under what circumstances should EPA be conducting inspections and taking enforcement actions in programs delegated to the states?
Smart Sectors - a model for cooperative federalism - Patrick Davis
Goal: Identify tangible agreements to define and memoralize the principles of federalism.
State/Tribal/EPA Relationship
Session Lead: State, TBD
Purpose: Discuss State/EPA role in facilitating and maintaining Tribal relationships. Share examples where State/Tribal relationships are strong and opportunities to strengthen relationships.
Goal: Identify actions to be taken to strengthen the State/Tribal/EPA relationship.

Purpose: Discuss metics that demonstrate the totality of state and federal work and the positive impact of our work. Discuss approaches and gaps in risk communication.
Goal: Establish commitments to strengthen communication around telling the story internally and externally. Path forward for more effective risk communication.
