Hi Daisy:
Daisy, it was great talking with you this afternoon about potential site visit opportunities at various cement manufacturing facilities. Our members are excited about the opportunity to host the Administrator, your Smart Sector team, and any other EPA leadership and staff with interest in better understanding the unique technical, economic, and regulatory drivers affecting the cement industry.
Building on my earlier message (and adding one additional site), have identified the following cement plants for potential visits:
LafargeHolcim Ste. Genevieve, MO (near St. Louis) Buzzi Unicem Festus, MO (near St. Louis) Argos Martinsburg, WV (near Flarpers Ferry, WV) Lehigh Flanson Union Bridge, MD (near Frederick, MD) Ash Grove Midlothian, TX (outside Dallas, TX) Salt River Materials Clarkdale, AZ (North of Phoenix)
First, we have identified two plants near St. Louis that you and your colleagues could combine in a cement tour in one day. The LafargeHolcim Ste. Genevieve plant, one hour south of St. Louis, is the largest cement-producing plant in the U.S. The nearby Buzzi Unicem Festus, MO plant, a modern Energy Star plant, is the third-largest cement manufacturing facility in the U.S. The Ash Grove Midlothian plant is a modern plant near the EPA Region 6 Office and the first kiln in the US to be compliant with the National Emissions Standards for Hazardous Air Pollutants (NESHAP).
You had mentioned that Administrator Pruitt was planning to visit Region 9 during the second quarter. If so, he may be interested in visiting the Salt River Materials plant in Clarkdale, AZ, an impressive Energy Star facility operated by the Salt River Pima-Maricopa Indian Tribe roughly two hours north of Phoenix.
Finally, if physical proximity is particularly worthwhile, the Argos Martinsburg and Lehigh Hanson Union Bridge plants are both one hour north of Washington D.C., making them convenient sites for visits. The Argos Martinsburg WV plant

is the largest capital project in West Virginia at $700 million, and one of the most energy-efficient cement plants in the U.S. The Lehigh Hanson Union Bridge facility, near Frederick Maryland, is another Energy Star facility that may be particularly interesting in that it burns alternative fuels.
