Thank you for participating in the panel on President's Management Agenda: administration officials discuss how shared services fits in the President's management agenda. In preparation for our "dry-run" call tomorrow at 12 noon, we have prepared the following questions:
1. All Federal agencies submitted final versions of their "reform plans" to OMB for the administration's fiscal 2019 budget proposal that will be sent to Congress early in the new year. Those plans are to provide for "long-term workforce reductions" as part of what an April OMB memo said will be a "comprehensive government-wide reform plan" that will be submitted to Congress early in 2018. Agencies were asked to focus on how to eliminate activities; restructure or merge functions; improve organizational efficiency and effectiveness; and better manage their workforces. Officials have said they expect that while some elements would require approval of Congress, some could start at any time once the plans are finalized. How did your Agency approach the reform plan, what key elements were part of your plan, and how did Shared Services contribute to your strategy?

Are there areas where you will need specific support or new capabilities to implement plans that you have put forward? (Scott and Suraf) 2. Since its chartering in 2015, the USSM has served as the integration body for shared services across the federal government, with responsibility for managing the overall shared services ecosystem and collaborating with providers and customers to improve shared service delivery and increase agency adoption. What role will the USSM play to enable agencies to implement reform plans? (Beth) 3. Benefits realization is often an overlooked component of improvement planning that is, how can success be defined, quantified, measured, and tracked throughout the change program. How will OMB measure success for agencies? (Karen) 4. Federal shared services providers, or SSPs, have been a key focus area in recent years for driving process and platform standardization across a range of agencies. How do existing SSPs (such as the IBC at the Department of the Interior) or current SSP initiatives (such as VA's move to a Financial SSP and HR Line of Business) contribute to what you are championing in your agenda? (Scott and Suraf) 5. The new administration clearly stresses a commercial, private-sector philosophy to driving new practices within the federal government. How do you see the existing SSP footprint and activities changing or evolving with the new administration and this philosophy? Specifically, what is the role of an SSP in this environment, and how will they need to adapt and evolve? (Beth and Karen) 6. CLOSING QUESTION: Before we run out of time today, can each of you offer some closing words of advice for your colleagues as they interpret and implement the President's agenda for change?
