COMMUNICATIONS PLAN
Situation analysis Entek's Lebanon facility produces microporous plastic sheets used as lead acid and lithium ton battery separators, The company uses trichloroethylene, commonly called ICE, as a solvent in its manufacturing process, TCE is associated with cancer and non-cancer health effects. Recently, as part of the Cleaner Air Oregon regulatory overhaul, OHA and DEG drafted new short-term guideline concentrations for air toxics (SGCs). As part of this process, the agencies became aware of recent EPA and ATSDR guidance on short-term health effects of TCE exposure - including links to heart malformation in infants, '
EPA's National Air Toxics Assessment modeling data indicates Entek's trichloroethylene emissions potentially exceed 12-month health levels for health risk. Based on those findings, DEG requested refined modeling that shows potential exceedance of short- and long-term risk levels. DEG intends to deploy air monitors to gain actual TCE concentration data.
DEQ will determine further steps based on the findings of that analysis. Additional factors: Entek is currently in compliance with Its air permit. Entek is not currently subject to any National Emission Standard to control trichloroethylene emissions. Entek is voluntarily adding additional emission controls. Entek captures some trichloroethylene emissions with a carbon bed control system arid has taken other steps to reduce fugitive emissions. Entek is in compliance with Oregon OSHA standards for TCE, which are not aligned with more recent EPA and ATSDR short-term reference guidance.

The following message is to be used to respond to any potential questions from media prior to April Hi:
State environm ental quality regulators and health experts have been reviewing health risk thresholds fo r hundreds o f air toxics as part of the Cleaner A ir Oregon regulatory reform. As part o f this process, we reviewed computer models o f emissions a t Entek. The next step is to set up air monitors to gather data from the vicinity of the facility. A t this time, we do not know if there are elevated levels o f emissions from the fa cility that w ould pose risks to people. We look forw ard to sharing inform ation about monitoring plans and the air quality data we collect. State agencies and local public health officials w ill announce meetings with community members and Entek employees next week, as soon as logistics are finalized.

At 4:00 you will be briefed by DEQ. OHA, and Oregon OSH A on an emerging air quality and health risk. The briefing will include the technical information, a timeline for action, and a public communication engagement plan.
Tomorrow, on Thursday April 6th DEQ. OHA, and Oregon OS1IA u ill meet with hntek in Lebanon to discuss health risks. Entek's Lebanon facility produces microporous plastic sheets used as lead acid and lithium ion battery separators. The company uses trichloroethylene, commonly called TCE. as a solvent in its manufacturing process. TC'E is associated w ith cancer and non-eaneer health effects. Recently, as pari o f the Cleaner Air Oregon regulators overhaul, OHA and DEQ reviewed health exposure data and reference guidance for TCE from EPA and ATSDR. As part o f this process, the agencies became aware o f evolving .science related to health effects o f TCE exposure including links to heart malformation in infants.
HPA's preliminary human exposure nodding data indicates Entek's trichloroethylene emissions potentially exceed 12-tnonth health levels for health risk. Based on those findings. DEQ requested refined modeling that shows potential exceedance o f short- and long-term risk levels.

OHA works collaborative!)' with county health departments and briefed Linn County's health department this week. On Monday April Kith, the agencies intend to issue an im Hutton to u public meeting on April 13!h to discuss these risks.
DEQ intends to deploy air monitors to gain actual TCE concentration data and will be briefing the company about the additional air monitors on April 6ln. DEQ will determine further steps based on the findings o f that analysis,
Though there are presumed and modeled health risks, Hntek is currently in compliance with its air permit and it is not currently subject to any National Emission Standard to control trichloroethylene emissions. In addition. Hntek is in compliance with Oregon OSH A standards for TCE. which are not aligned with more recent HPA and Agency for Toxic Substances and Disease Registry short-term reference guidance. The company lias been working with DEQ and OHA and is voluntarily adding additional emission controls.
The agencies have established the following statement as well as communication goals and strategies.
Agency Statement; Stale environmental quality regulators and health experts have huea reviewing health risk thresholds for hundreds o f a ir toxics as p a ri of the ( leaner Air O regon regulatory reform. A s p a rt o f this process, sir re vie w e d hum an health data from EPA a n d conipatcr m odels o f TC E em issions at Entek. The next step is to set up air m onitors to g a th er data fro m the vicin ity o f the facility. At this time, w e do not kn o w if there are eleva ted levels o f em issions from the fa cility that would pose risks to people. Communications Goals; Explain possible health risks: Inform neighbors, Entek employees, local officials and members o f the broader community, including nearby schools and a veterans home, about potential health effects of TCE emissions at Entek. On 4/3'17 DEQ's Deputy Director conveyed a request from the Chair o f the Linn County Commission to meet with the Cun ernor and agency directors about an emerging air quality and human health risk assessment issue in Lebanon, OR. The purpose of the meeting request was unclear and in order to better understand the issue, an initial briefing for the Governor's office was scheduled for 4 Tv 17. My understanding o f the purpose of the County Chair's meeting request is as follows.
DP.Q, OlfA. and OS HA briefed the Governor's office on recent history o f modelling and monitoring data associated wilh a company in Lebanon that uses Trichloroethylene (TOE) in its manufacturing process. The company (Hoick) is one o f two battery separating companies in the l anted States.
In January, the DEQ hail received from the LPA preliminary modelling information from routinely gathered air quality data that indicated there might be levels o f TCE that pose a risk to human health. DEQ conducted refined modelling in February and March that continued to raise concerns about TCE levels. In order to assess the validity o f the modelling, DLQ proposed putting air quality monitors in a \ arietv o f locations around the facility, DEQ, OHA. and OSHA scheduled a meeting with the company for April 6(h in part to discuss this.
On March 3 1'1, OHA met with their local partner, the Linn County health department, to brief them on the issue. The Oregon Health Authority and county health agencies public health partners base an IGA by which public health is delivered locally. It is part of

standard protocol to engage county health partners when there are health issues in their jurisdiction
From that hrieling. the local health administrator reported the desire to place air monitors to the County Administrator, The County Administrator spoke with the Chair o f the Board of'Commisstoners, anti the Courtly Chair made a request through the County Administrator to meet \\ ilh the Cjo \ emor and agency directors, The agencies offered to have the Public Health Director and DEQ Deputy Director, who would be meeting with the Company on April 6'C meet with the Board o f Commissioners immediately after the meeting with the company, but the County ( 'hair. That offer was declined and the County Chair indicated he wanted to meet with the Governor and agency directors.
The County also conveyed that the Board ol'C'ommissioners would meet in executive session on the morning o f Thursday April hl!l to discuss DEQ. Of IA. and ASHA health monitoring. Members o f the media are often present in County Commission executive sessions.
In order to be aware o f both the meeting request by the Linn County Chair, and in order to be aware o f any media arising from the County Commission meeting or the Agency meeting with the Company on April 6th, 1felt it was important you have this information.
