Dear Administrator Pruitt: On behalf of the Institute of Clean Air Companies (ICAC) leadership and membership, I want to extend my sincere gratitude to you for engaging in such an open and direct discussion with ICAC member companies during our May 4th meeting with you. The response from our membership was uniformly positive, and many ICAC attendees commented that it was the most informative and valuable meeting they have ever attended in Washington. During our meeting, you raised several important issues or questions, for which you requested we provide additional information. We are engaging all four of ICAC's technical divisions to respond to your requests as promptly as possible. Attached is a brief outline of the key items discussed during the meeting and our process moving forward to provide a substantive response to you. May 4, 2017 Meeting with Administrator Scott Pruitt
Issues Raised by Administrator Pruitt 1. Measurement Monitoring: Information on advancements and opportunities in measurement/monitoring and ways to better understand background ozone concentrations, 2. Global Markets: Identifying ways in which EPA can support the export of American air pollution control products - such as EPA Dept, of Commerce-convened international technology and innovation conference, reverse trade missions, etc., 3. Domestic Conventional Pollutants: Information regarding opportunities to accelerate attainment (technology advancement, increased deployment), 4. Infrastructure Initiative: Perspectives regarding technologies and strategies to improve grid resilience and diversity - including the use of solid fuel - and other energy infrastructure improvements that might be supported through the upcoming Trump Administration infrastructure package.
Potential ICAC Activities in Development to Address Issues Raised Development of ICAC's response for Administrator Pruitt will be driven by the ICAC technical divisions, and we are in the process of convening work groups to address the following topics.
1. White paper on the historic - and more recent - advancements and opportunities of monitoring technology, and addressing the issue of background ozone measurement/differentiation.
2. White paper on technology and application opportunities for accelerating attainment (technology advancements, deployment of technology, investments).
3. White paper on investment in advanced combustion technology and CCUS regarding the infrastructure package.
4. Create a workgroup to address and develop a reverse trade mission or technology/innovation conference for the promotion of the export of American emissions control and measurement technologies.
