DeBernardi Date October 2, 1980 Subject Synergisms - VCM Expansion and New PVC Plant Following are comments on the subject in response to G. J. Fryar's letter of September 30. VCM Storage Capacity We believe that the additional VCM storage capacity provided for in the expansion AFE is necessary even though the new PVC Plant is constructed at Lake Charles. Although the PVC Plant offers additional flexibility related to VCM inventory problems we have faced in the past, it cannot be considered the complete solution to these problems. In fact, the design concepts being used related to the PVC Plant can present some new problems of reliability we have not faced to this point. In the design two fluid bed dryers will be available and only one slurry stripping tower is included. A dryer failure would reduce plant rates to half until solved, and a stripping tower problem could result in a complete PVC production outage until rectified. Tank car logistics problems, perhaps somewhat improved because fewer will be moved from the plant, still remain a threat to VCM inventory control at the VCM Plant on a day-to-day basis as well as during plant turnaround periods. Should circumstances occur at tank car using operations which affect railcar turnaround cycles back to the VCM Plant, inventory control problems will occur as in the past. In order to cover VCM shortages during VCM Plant turn around periods, the tank car logistics problems will be worsened since additional tank cars will be required to move to and from outside supplier plants during these periods. The expanded capacity at the VCM Plant indicates the need for buffer storage capacity to be provided in the overall system. The installation of the new PVC Plant tends to moderate somewhat this need, but does not eliminate it. The "domino" affect of one operating unit upon another is still with us in this case and provisions need to be made to minimize this situation. Although there are other methods that could be used to provide a storage buffer in our VCM system, we believe the solution used in the expansion design is the safest and most cost affective method available. VCM Loading The original concept of the expansion project required that the entire expanded plant production be moved by tank car to PVC Plant locations. In order to assure that these tank car loading requirements could be met, the planned loading week was expanded from 5 days per week to 7 days per week. Two addi tional loading spots were added to allow the potential for 20 cars per day to CCR 000079917 G. C. Bottoms Page 2 October 2, 1980 Page 2 of 2 be loaded thereby providing catch-up ability should tank car availability slow required loading or pre-shipment of cars be necessary for scheduling reasons. The addition of the PVC Plant to the project does provide an alternate to additional loading spots, assuming VCM storage capacity is added to buffer inventory problems. The possibility of transferring the equivalent of five tank cars per day of VCM to the PVC Plant by pipeline should allow the existing tank car loading facilities to handle expanded plant needs, as well as provide for catch-up loading when necessary. The deletion of the two additional VCM tank car loading stations should present a minimal risk to the project and the plant would support this action. It would appear that pipeline delivery to a new PVC Plant in Lake Charles of an amount of VCM equivalent to the expansion size would eliminate the need for additional tank cars. However, it should be noted that 100-150 MM lbs. per year of plant production has been moved by ship and barge from the plant in the past. After expansion this material will need to be handled by railcar to PVC producing locations. Our feel is that the number of railcar additions to the VCM fleet can be reduced because of the PVC Plant being located in Lake Charles. Evaluation of this situation would need to be accomplished by Supply and Transportation in order to quantify its affect on the VCM expansion project. The impact of staggered start-up dates on storage capacity or loading facilities does not appear to be significant. However, there could be some impact on additional railcar needs. The expansion project anticipates a total VCM pro duction in the start-up year of 670 MM lbs. matching our present capacity. Therefore, the difference should be movement of this material completely by railcar to the PVC Plants with no export shipments. This fact coupled with the projected need for additional VCM into the system to supply PVC needs may strain available tank car capacity. From a construction standpoint related to spheres this production quantity tends to allow the construction of additional storage capacity to be completed after the expansion is brought on line. J. A.
