Proposed rule of the EPA stays for three additional months portions of a June 3, 2016, final rule (81 FR 35824) that amended regulations under 40 CFR 60.17 and 60.5360 through 60.5430 (Subpart OOOO) and adopted regulations under 40 CFR 60.5360a through 60.5499a (Subpart OOOOa) to revise the NSPS for the oil and natural gas sector. The rule stays the effectiveness of the fugitive emissions requirements, the standards for pneumatic pumps at well sites, and the certification by a professional engineer requirements. The agency previously stayed these provisions through Aug. 31, 2017 (82 FR 25730). The additional short-term stay is intended to provide the agency time to finalize a longer-term stay during which the agency plans to reconsider issues related to low-production well sites, technical infeasibility exemptions, new construction known as "greenfield," and alternative means of emission limitation. A concurrent proposed rule addresses the two-year stay. The stay is effective June 16, 2017, and expires Sept. 14, 2017. Hearing requests are due June 21, 2017. Comments are due July 17, 2017. Proposed rule of the Food Safety and Inspection Service amends regulations under 9 CFR 381.196 to add the People's Republic of China (PRC) to the list of countries eligible to export poultry and poultry products to the U.S. The rule specifies that the PRC is eligible to export slaughtered poultry, its parts, or other products, processed in certified PRC establishments. The rule also specifies that such products must comply with all other applicable U.S. requirements and are subject to re-inspection at U.S. ports of entry. Comments are due Aug. 15, 2017. Notice of the Food Safety and Inspection Service announces the extension for the comment period for a May 17, 2017, notice (82 FR 22609) regarding the proposed adjustment of inspection coverage at official establishments that slaughter Siluriformes fish, including catfish, from all hours of operation to once per production shift, beginning Sept. 1, 2017. The proposed change reduces the initial frequency of inspection coverage provided for in the Dec. 2, 2015, final rule (80 FR 75590) that established a mandatory inspection program for Siluriformes fish. The extension is in response to a request from a consumer advocacy organization. Comments now are due July 17, 2017. Notice announces the intention of the Federal Motor Carrier Safety Administration to amend regulations under 49 CFR 390 regarding lease and interchange of passenger-carrying commercial motor vehicles (CMVs). The proposed revisions are in response to petitions for reconsideration of a May 27, 2015, final rule (80 FR 30164) and an Oct. 31, 2016, meeting with industry representatives (81 FR 66243; 09/27/2016). The revisions would exclude "chartering," or subcontracting, from the leasing requirements. The revisions also would extend the emergency 48-hour delay in preparing a lease when an event occurs on a passenger-carrying commercial motor vehicle and remove the requirement that passengers actually be on board when the event occurs. A concurrent temporary final rule extends the compliance date for the May 2015 final rule to Jan. 1, 2019. Comments are due July 31,2017. Temporary final rule of the Federal Motor Carrier Safety Administration amends regulations under 40 CFR 390.300T to further extend the compliance date for a May 27, 2015, final rule (80 FR 30164) regarding the lease and interchange of passenger-carrying commercial motor vehicles (CMVs). The 2015 rule requires identification of the motor carrier operating a passenger-carrying CMV that is responsible for compliance with all applicable federal standards and requires that a lessor surrender control of the CMV for the full term of the lease or temporary exchange of CMVs and drivers. The compliance date was previously extended for one year in a March 16, 2016, temporary rule (81 FR 13998) and is now being extended for an additional year. A concurrent notice announces the intention of the FMCSA to amend regulations under 40 CFR 390 in response to petitions for reconsideration and an Oct. 31,2016, meeting with industry representatives (81 FR 66243; 09/27/2016).
