In the notice, EPA extends the deadline for submission of enforceable consent agreements (ECAs) for the performance of pharmacokinetics (PK) studies from October 24 to November 25, 1996, and extends the public comment period on the proposed HAP test rule from December 23, 1996 to January 31, 1997. This is consistent with our request of October 4 on behalf of the HAP Task Force. Also attached are signed agreements with ChemRisk providing for the development of ECA proposals for 1,1,2-trichloroethane and ethylene dichloride (EDC). These agreements were approved by the science subgroup and were the subject of a conference call on October 11. We expect to receive draft ECA proposals for both chemicals from Mike Gargas by October 28. We will immediately circulate them to you, with a request that you raise any questions or provide any comments that you may have by close of business November 4. A meeting is tentatively scheduled with Gary Timm and Vickie Dellarco of EPA to discuss the proposals in the afternoon of November 5. Following the meeting, we will develop final proposals for submission to EPA. ACTION: Extension of comment period on proposed test rule and extension of period for receipt of proposals for enforceable consent agreements for pharmacokinetics studies. SUMMARY: EPA is extending the public comment period from December 23, 1996 to January 31, 1997 on the proposed rule to require manufacturers and processors of 21 hazardous air pollutants (HAPs) to test these substances for certain health effects. This proposed rule was published in the Federal Register on June 26, 1996 (61 FR 33178) [FRL-4869-1]. In addition, the deadline for receipt of proposals for enforceable consent agreements (ECAs) regarding the performance of pharmacokinetics (PK) studies which would permit extrapolation from oral data to predict risk from inhalation exposure for the HAPs is being extended from October 24, 1996 to November 25, 1996. DATES: Written comments on the proposed rule must be received by EPA on or before January 31, 1997. Written proposals for ECAs for PK studies must be received by EPA on or before November 25, 1996.
