L-156 MINUTES OF MEETING LABELS AND PRECAUTIONARY INFORMATION COMMITTEE Hotel New Yorker - New York City - Parlors E-H and D Monday and Tuesday, April 21 and 22, 1947 The meeting of the Labels and Precautionary Information Committee was called to order by Chairman W.N. Butler of Mallinckrodt lH1Chemical Company following his appointment as a member of the committee. H. LABELS } n-l. USPHS Agreements on Chlorinated Hydrocarbons, Aniline, and Carbon Bisulfide. Reference was made to the USPHS letter dated March 10, 1947, authorizing the use of the labels in M.C.A. r If "Warning Labels'', 1946, for products covered by agreements with the USPHS, as set forth, A copy of this letter is attached to the minutes. The committee was advised that the Information in the USPHS letter had been transmitted to Member Executives, and that the letter was attached to i General Bulletin No. 596, March 19, 1947 in order that all members might be a_* L-157 H-2. Phenol Label. Application of Warning Statement to Other Products. The committee reviewed Dr. Irish's tentative report of February 27 listing products which might carry the phrase "Remove all contaminated clothing at once." Comments received indicated that some of these products should not carry this caution, and it was agreed that each member of the committee should, review the . list* with the understanding that-attfre next meeting each member wTlT be'prepared to report bnirtHSi^ems which should carry the new caution. Subcommittee chairman J.S.Coey advised that, through a misunderstanding, he had no report to t make on the resolution adopted at the February meeting recommending a special study, including medical examination of employees in production plants to determine^ detailed case histories. c.>\ Discussion of the question of a caution lable for paradichlorbenzene brought out the following points: (1) Citations in medical literature might afford ample evidence for a liability suit in case of injury, against the seller, packer, or maker; (2) preparation of a caution label should not be unduly postponed; (3) the LAPI Committee has the responsibility of final recommendation and action. V' The question of adopting the following caution was reviewed, but action postponed: Avoid prolonged or repeated breathing of concentrated vapor. Mr. Anderson reported that Merck & Co. are using the following label: Warning. Avoid prolonged inhalation of the vapors of Dichloricide, or prolonged contact of the person with the crystals or vapors. The committee urged Mr. Coey to have a report ready for the fall meeting in order that action may be taken at that time on a caution label. H-4. Dimethyl Sulfate - Chloral. Labels for these two products, reviewed at t he February meeting, were revised and approved to read as follows: Dimethyl Sulfate DANGER/ Extremely Hazardous Liquid and Vapor Causes Severe Burns Do not get on skin, in eyes or on clothing. Do not breathe vapor. Use with adequate ventilation. Wear goggles and rubber gloves when handling. hi case of spillage, cover immediately with dry soda ash. &> POISON (first aid on next page) (Dimethyl Sulfate) First Aid Treatment Call Physician Immediately Eyes: Immediately flush with water for at least 15 minutes. Skin: Immediately remove all contaminated clothing and flush skin With water for at least 15 minutes. Inhalation: If breathing becomes difficult, start oxygen inhalation. Chloral DANGER./ Extremely Hazardous Liquid and Vapor Inhalation May Cause Delayed Fatal Lung Injury Do not get on skin, in eyes, or on clothing. Do not breathe vapor. Use with adequate ventilation. In case of contact, immediately flush eyes or skin with plenty of water for at least 15 minutes; for eyes, get medical attention. In case of inhalation or suspicion of inhalation remove at once to fresh air and call a physician. Keep patient absolutely quiet and start oxygen inhalation. H-5. Specific Warnings on Labels for New Products. Mr. Anderson read a letter which had cleared the Executive Committee for submittal to member firms concerning n specific warnings on labels for new products. This letter was sent to Member ^ Executives and to members of the LAPI Committee on April 25. Copy is attached to these minutes. H-6. Labeling of Bulk Chemicals (Sec.502f, FDC). Mr. Anderson reported that a subcommittee A consisting of W.A.Groening of the Dow Chemical Company, W.N.Watson, and I 4 himself, was scheduled to meet with Mr. Crawford of the FDC on Thursday, i April 24, and that a report would be sent subsequently to the LAPI Committee, c | H-7. Synthetic Resin Adhesives. The committee reviewed a letter received I. from John W. Walker, secretary, Plastic ; Materials Manufacturers Association, indicating that the subject of a caution ^ y' ; X label for resin adhesives had been referred to the Resin Adhesives Division of t that organization for further consideration, possibly by its medical committee, :>$ and subsequent determination. A copy of this letter is attached to these minutes. Pamphlet. The pamphlet on "Contact Dermatitis from Synthetic Resin Adhesives'' issued by the PMMA also is attached to these minutes H-8. Hexaethyl Tetraphosphate. Mr. R. D. Minteer, chairman of the 4 subcommittee, reported a label for yS i;Hexaethyl Tetraphosphate which was revised approved to read as follows: Hexaethyl Tetraphosphate danger/ EXTREMELY HAZARDOUS LIQUID RAPIDLY ABSORBED THROUGH SKIN BEFORE USING see________ company technical bulletin No. for Safe Handling Instructions Do not get on skin, in eyes, or on clothing. Wear protective clothing and goggles. Do not breathe spray or mist; wear respirator. Do not take into the mouth. Keep away from feed or food products. Wash hands, arms and face after handling and before eating or smoking. > POISON > First Aid Treatment Call a physician immediately Skin: Immediately remove all contaminated clothing and flush skin with water for at least 15 minutes. Eyes: Immediately flush with water for at least 15 minutes. Internal: If swallowed, make patient vomit immediately (finger down throat) or give warm salt water. Administer milk or water freely. Have patient lie down and keep warm. Active Ingredient: Hexaethyl Tetraphosphate . . . 100% NOTE: This chemical absorbs moisture from the air. Do not expose contents to air longer than necessary. The foregoing label was approved for use by prime producers of hexaethyl tetraphosphate. Manufacturers erf formulations may have supplementary inform ation for consumer use in the agricultural field, together with information required under State or Federal insecticide acts. H-9. Caution Labels for Insecticides. Several members reported that, with reasonable administration, it should not be too difficult to comply with Section 2(u) 2(d) of H.R.1237, requiring cautions on labels for economic poisons for the protection of plant life, human beings, animals, and certain useful invertebrates. L-160 m n-10. Caustic Soda. The committee reviewed suggestions from the medical and legal advisory committees on the caustic soda label, and the secretary was directed to file the?e for reference and study when 0^ P; the manual "Warning Labels" is revised. HI. CALIFORNIA LABELING REGULATIONS A copy of the California General Industry Safety Orders, Group 9 - Control of Hazardous Substances, Article 85 - Labeling of Injurious Substances, was sent \Y to members of the LAPI Committee on April 8, 1947. These orders bear an v effective date of November 10, 1946. A review of the 114 labels indicated they follow, practically word for word, the recommendations of the LAPI Committee. The committee reviewed and discussed in detail orders 4200-4204, inclusive. i/V Member Executives were advised of these orders on April 15, 1947. / f 1: Dr. Cranch reported on his correspondence and recommendations on the pending California orders on dusts, fumes, vapors and gases. He indicated that >/ most points had been cleared up, although there were a number of major errors in the last draft. m. REVIEW OF COMPANY PRODUCT LABELS Mr. Low submitted new labels prepared by the Westvaco Chlorine Products Corp,; Mr. Sunderland, insecticide and herbicide labels of the Dow Chemical Co.; y y and Dr. Aalto, product labels of the Heyden Chemical Co. Additional Monsanto Hy labels were submitted by Mr. Minteer. These labels were reviewed and comments and criticisms presented. Mr. T.T.Fuess was appointed chairman of a subcommittee to.prenare.re commendations bBTsizes of type and aH^am^ent of caution labels. ** Vi V. MODEL STATE LABEL BILL A report from Mr. R.F.Hansen indicated that many comments on the draft submitted at the February meeting had been received too late to permit completion of a redraft. In addition, several members had not submitted their comments. It was suggested that when the redraft is completed, Mr. Hansen advise the committee in order that the legal representatives may, if they so desire, meet with him this summer to review the draft before final submittal to the LAPI Committee. VI, CALIFORNIA ANTIDOTES Action at the February meeting was on the basis of a request to committee file members to supply detailed criticisms of any antidotes which they feel need revision. Subject continued on docket. VH. DEFINITION OF CLASS B POISONS Mr. W. H. Atuck, traffic counsel for the difppnt Company, presented a detailed discussion on the definition of the word "poiso#,/* penalties under the Federal Criminal Code for violation of the regulations of the ICC, the importance of the . basket clause under Class B poisons and liability for its violation, and the need for a definition of Class B Poisons which would be more specific and of narrower scope than the pending definition. Following a review of the proposed revision, and comments received from I the Dow Chemical Co. and Monsanto Chemical Co., Dr. Cranch was appointed I chairman of a committee to prepare a revised definition of Class F poisons* I His report is to be submitted to the LAPI Committee not later than July 15. | VIE. LABEL ADHESIVES No report. IX. REAGENT CHEMICALS The following committee was appointed to study and prepare recommended uniform warning labels for .reagent chemicals: J.T.Fuess, chairman; Carl Anderson, A. Q. Butler, W. A. Knapp, and a representative from the J.T.Baker Chemical Co. % l'\ * X. MISCELLANEOUS X-l. Color Code. Mr. Fuess reported on comments from their Standards Division concerning the problem that might arise from use of different colors for plant pipelines in connection with the recommended ^ / colors for mineral acid labels. The conclusion was, however* that the two \Jv systems are separate in their objective, and that it would not be possible to standardize colors for all chemical product labels because of the large number of products, X-2. Next Meeting. The next meeting was tentatively set for October 16-17 at Skytop, Pa. However, the date to be selected is to be coordinated with the meetings of the M.C.A.Technical Committees in order to eliminate duplicate trips for western members.
