Young Subject: Revised Reactor Sampling System - Building 153 You and your co-workers are recipients of a wel1-deserved "atta-boy" for achieving OSHA/EPA VC1 Standard Complaince status by successful revision of the subject sampling system and development of appropriate procedures to avoid occupational exposure to vinyl chloride. Temporary deviation from a reactor sampling technique and procedure initially developed to comply with both OSHA and EPA standards became necessary due to equipment plugging problems. Interim sampling practices resulted in violation of the EPA standard by allowing atmospheric emissions. Short term permissible exposure limits were also exceeded while collecting reactor samples. (A single personal sample contained 10 ppmv vinyl chloride. OSHA's ceiling limit is 5 ppmv without regard to respiratory protection.) Since completion of the described project, two consecutive measurements taken ten days apart while operators collected reactor samples, ranged from 0.16 to 0.39 ppmv. These values are well within OSHA limits. Additionally, redesign of hardware and equipment prevent atmospheric emissions to comply with EPA regulations. /nb UCC 105158
