Dear Kel, Jim, and Charlotte,
As we have mentioned previously we would like to invite you to the 2017 ASTSWMO Annual Meeting October 26-27, 2017 at the Crystal Gateway Marriott Hotel in Arlington, VA.
The CERCLA and Brownfields and Federal Facilities Subcommittees invites you to participate in 2 joint sessions in the afternoon of October 26 focusing on aspects of the EPA Superfund Task Force Recommendations. Each session will be about 90 minutes long and will be closed to only state and federal agency staff. In addition to yourselves attending these sessions ASTSWMO would like to invite the EPA project leads for the recommendations listed below to attend to discuss their assigned Recommendations. Our intention for these sessions is to foster robust discussions and, in as time allows, delve into details on how the recommendations will be developed and implemented and we believe that having the EPA project leads in attendance will be beneficial for both States and EPA. At this point we are still in the conceptual stages of developing these sessions but want to have the sessions be interactive between States and EPA and welcome your input on how to best structure the sessions.
Session 1 will begin with an overview of the Superfund Task Force Recommendations, taking approximately 15 minutes, preferably presented by Kel.
1. States as co-regulators. States play a key role in the Superfund process and are ready and willing to participate with EPA as the Task Force recommendations are implemented. We would like to talk about how ASTSWMO and the States and territories can participate in this initiative. The Recommendation #s covered by this topic are: 6, 13, 18, 19, 20, 22, 36, 40, and 42.
2. Promoting redevelopment. Redevelopment is a common goal shared by States and EPA. States have a lot of expertise to share gained from State Brownfields programs. In what ways can States help EPA as we work together to identify barriers and create streamlined ways to promote redevelopment? The Recommendation #s covered by this topic are: 14, 21, 23, 28, 29, 33, 34, 35, 36, 37, 38, and 39.
Session 2 will cover two additional topics and provide extra time for questions from the audience concerning the Superfund Task Force. Again, ASTSWMO asks that EPA bring project leads to discuss the following 2 topics from the Recommendations:
1. Remedy selection and optimization. Picking a remedy that will work and optimizing the remedy to promote efficiency is very important to States. States commit to performing Operation and Maintenance for these

remedies when there are no responsible parties to pay this cost. How can States work with EPA effectively to improve these key documents? The Recommendation #s covered by this topic are: 3, 4, 5, 6, 7, 8, 9 and 10. 2. Groundwater. Due to a variety of reasons different States have very different groundwater protection statues and requirements. How will EPA keep this in mind as they consider changes to the way Superfund looks at groundwater? The Recommendation #s covered by this topic are: 2 and 6.
