CANADIAN SHIPMENT PLACARDING REQUIREMENTS
The Transport Canada regulations have been amended to require that all shipments to or through Canada must bar; placarded in accordance with those regulations by January 1, 19856. Specifically Section 5.2, 5.25 (l)(a), and 5.27 must be met (attached).
Section 5.25(a)(a) says any placard required must have a plasticized or otherwise water repellant surface. In other words, no tagboard, only placards. Based on current shipments to Canada, this would apply to SA-697 (corrosive), ALFOL 6 (flashpoint below 140F) and Methyl Chloride (flammable gas).
Section 5.27 requires that Class 2 commodities, specifically Methyl Chloride, display retro-reflective placards as well.
These placards are not readily available in the U.S. A Canadian Supplier, Top Tape and Label has been recommended to us. Cy Dicks at 416/335-4423 should be contacted for placard information.

5.1 Unless otherwise provided in Schedule 111 or in Part II and subject to sections 5.2. 5.3 and 5.4, no person shall handle, offer for transport or transport dangerous goods unless the safety marks for the dangerous goods are in compliance with this Part.

no subsidiary classification are to be transported in a tank, other than a tank car and a multi-unit tank car tank, in different compartments, the person in charge of the tank shall, before the dangerous goods are loaded, display the placards required by this Part for the primary classification of the dangerous goods, and
() where the primary classification is Class 3, the product identification number of the dangerous goods that have the lowest flash point on the compartment that will contain those dangerous goods; or () where the primary classification is any Class, other than Class 3 the product identification number of the dangerous goods on each compartment that will contain the dangerous goods.

v* 5.25 Subject to section 5.26, every placard that is required to be displayed pursuant to this Part shall (c) have a plasticized and water repellant surface; (6) be in the shape of a square standing on point with each side 250 mm or 275 mm; and (c) have a solid line adjacent and parallel to the edges on the placard located not less than 12.5 mm inside the edges.

5.26 Where, pursuant to this Part, a placard is required to be displayed
(a) on a container, any side of which is less than 1 m, or
{b) on a container of less than 3 m1 that is loaded with dangerous goods in bulk. the dimension of the placard specified in section 5.25 may be reduced if the side of the placard has a dimension of at least 100 mm.

(a) Class 1, (b) Class 2, if the dangerous goods are in bulk, (c) Classes 3, 4, 5, 6 or 8, if the dangerous goods are in bulk and are included in Packing Group I or II, and {d) Class 7, if the dangerous goods require a category III yellow label pursuant to the Transport Packaging of Radio active Materials Regulations, shall have a minimum retro-reflectivity rating of Level 2 as established in the CGSB Specification 62-GP-l 1M dated May 1978.

46. All that portion of section 4.27 of the said Regulations following paragraph (h) thereof is revoked and the following substituted therefor:
"and, following delivery of the consignment, shall make the retained documents available to an inspector for inspection within 15 days after receiving a written request to that effect from the inspector."

^49. Paragraph 5.2 (</) of the said Regulations is revoked and the following substituted therefor:
"(<f) the requirements of 49 CFR for safety marks and, on or after January 1. 1986, paragraph 5.25(1 )(a) and section 5.27."
50. The said Regulations are further amended by adding thereto, immediately after section 5.2 thereof, the following section:
"5.2.1 (I) Where a tran6bordcr consignment of dangerous goods that are included in Class 1 or in Division 3 or 4 of Class 2
(a) originate from a place in the United States and are transported through Canada to a destination outside Canada, or (b) originate from a place in the United States and are transported in Canada to a destination in Canada,
no person shall transport the dangerous goods unless the safety marks for the dangerous goods are in compliance with this Part.
(2) Notwithstanding subsection (1), where a transborder consignment of dangerous goods referred to in that subsec tion is offered for transport before October 31, 1985, the dangerous goods may be transported if the safety marks for the dangerous goods are in compliance with
(a) in the case of dangerous goods included in Class 1.
(i) the requirements of the Regulations for the Trans portation of Dangerous Commodities by Rail, as amended to July 17, 1984, for labels, placards and marks, or (ii) the requirements of the IMDG Code for labels and placards; or

() shall be in the shape of a square standing on point with each side at least 250 mm; and (c) shall not have a border unless
(i) the border is white.
(ii) where white does not contrast with the colour of the placard, there is a solid line, the same colour as the symbol, separating the border from the placard. (iii) the width of the border does not exceed five per cent of the length of each side of the placard, and (iv) the length of each side of the placard is 275 mm or greater."

"5.30 Where dangerous goods are to be transported on a vehicle that is a trailer and the vehicle is coupled to another trailer, to a truck or to a truck tractor, and the orange panel indicating the product identification number and the placard required by this Part for the transportation of the dangerous goods are located on an end of the vehicle that is not visible, the person in charge of the vehicle may move the panel and the placard to the from of the leading vehicle, or to the rear
