I have known Jim even before my tenure as director of the Missouri Department of Natural Resources during which I served in the cabinet of Governor John Ashcroft. Jim was and is well-known as an environmental expert across many statutes. At the time we worked together on matters pertaining to low-level radioactive waste as well as issues in the St. Louis area relating to highlevel waste issues. He is a fine man and extremely knowledgeable in regulatory and statutory matters relating to all environmental media. This would be invaluable in representing EPA in international for a as well as in overseeing tribal delegated programs across the board (I had run the tribal program while it was still in the Office of Water and I was serving as Assistant Administrator there).
