I have known Jim even before my tenure as director of the Missouri Department of Natural Resources during which I served in the cabinet of Governor John Ashcroft. Jim was and is well-known as an environmental expert across many statutes. At the time we worked together on matters pertaining to low-level radioactive waste as well as issues in the St. Louis area relating to highlevel waste issues. He is a fine man and extremely knowledgeable in regulatory and statutory matters relating to all environmental media. This would be invaluable in representing EPA in international for a as well as in overseeing tribal delegated programs across the board (I had run the tribal program while it was still in the Office of Water and I was serving as Assistant Administrator there). He has also been recognized for his outstanding work at the Transportation Services Administration or TSA. See his resume' attached. I have known Jim and his wife, Pam, for many years. They are great people, loyal Republicans and committed to doing right by the country. Pam served as my communications director while we worked in OW. All three of us worked on Republican political campaigns in Missouri and St. Louis in years gone by. Thank you for allowing me to write on Jim's behalf. Tracy Mehan G.
