Dear Administrator Pruitt:
As the former Chief of Staff to Gov. Bill Owens and Sen. Wayne Allard, I'm writing to recommend Doug Benevento as EPA Region VIII Administrator. I worked closely with Doug when he was head of the CO Department of Public Health and Environment in the Owens Administration. I also was his supervisor when he worked for Sen. Wayne Allard. He can manage both large organizations and complex issues.
In Senator Allard's office Doug's worked closely with industry as well as state and local officials on key environmental issues. I would highlight his work in Congress in two areas, first during his time on the House Agriculture Committee where worked on environmental issues from the rural and agricultural standpoint. Because Region VIII is still predominantly rural that experience will help him understand the issues facing the region. Second, his most notable work in the Senate was the expedited cleanup and closure of Rocky Flats nuclear weapons site. Rocky Flats was one of the most contaminated sites in North America and Doug was a key part of the team that expedited cleanup and closure of the facility, saving taxpayers money and removing highly toxic material from the Front Range of Colorado.
During Doug's tenure at the Health Department his greatest accomplishment was focusing that agency on its core statutory mission of protecting human health and the environment. During his tenure there were multiple victories, including bringing the State of Colorado into compliance with all health based air quality standards. Most importantly he managed a bureaucracy to the benefit of the people of Colorado, not environmental interests seeking to curb economic growth by overregulation.
Doug also did ground breaking work as the Vice-President of the Douglas County School District. Their work has been recognized by the American Enterprise Institute and former Reagan cabinet member William Bennett. During his seven years on the school board they started a voucher program, decertified the teachers' union, and started a nationally recognized pay-for-performance system that rewarded teachers based upon value in the classroom, not years spent in the system.
Doug's experience in managing complicated environmental issues and perhaps more importantly managing large, sometimes hostile, bureaucracies makes him a clear choice for this Region VIII position. If you have questions please feel free to contact me.

I run the government relations office for my company here in DC and we've been involved in the 2015 SNAP rule mandating refrigerant change. I've also met a few times with Mandy gunasekara on the issue. ITW makes a range of products, including commercial kitchen appliances that use HFCs impacted by recent SNAP office regulations.
I'd love to chat with you briefly about the agency's next steps in all things SNAP, to include the 2015 section 612 refrigerant rule and the section 608 rule from last year. Please let me know how best to set time on your schedule. Immediately, I'm interested in whether the agency plans to appeal the recent D.C. circuit court opinion; more broadly is be glad to sit down to discuss the rules impact on my company scope in more detail.

Arkema Inc. Crosby Site Update
Six Remaining Containers Have Largely Burned Out
Sept. 3, 2017
Arkema Inc., in coordination with unified command, took proactive action this evening shortly before 5 p.m. to safely cause ignition of the remaining containers at the company's site in Crosby, Texas. The remaining six containers storing organic peroxide products have now largely burned themselves out.
While this is an important step toward resolution of this situation, residents who were evacuated from the area within 1.5 miles of the plant should await further notice from emergency response officials on when they can begin returning home.
Arkema will continue to coordinate with emergency response officials and keep the community informed of our actions.
