A young friend of mine, Drew Wynne, of Charleston, S.C., was killed October 14, 2017, by exposure to a methylene chloride paint stripper.
The lethal risk of methylene chloride is well understood and has been the object of regulatory attention for years. EPA is considering action but five other federal agencies have issued regulations: the Consumer Product Safety Commission, the Food and Drug Administration, the Occupational Safety and Health Administration, the Department of Housing and Urban Development and the National Institute for Occupational Safety and Health.
Drew had taken the precautions listed on the label. He was wearing a respirator and gloves, and had ventilated the area. These measures were insufficient. His autopsy report said the cause of his death was toxic inhalation of methylene chloride.
In January 2017, EPA proposed a rule (EPA-HQ-OPPT-20160231-0001) to ban the substance as a way to protect the public, but in April the agency extended the comment period. It has yet to make a decision.
Further delay of this rule increases the risk that people will be seriously harmed or killed. Had the agency acted sooner, perhaps Drew would still be alive.
Please hasten your work on this rulemaking and implement the proposed regulation.
