Thanks for your reply. Can you or another spokesperson clarify your comment that Pruitt was only "reference the C02 footprint from energy related industries"? The report you've referenced cites another EIA study for its 18.1 percent figure. The report confirms the 18.1 percent figure for "per capita energy-related carbon dioxide emissions," but defines that measure - as per a EIA spokesperson - quite broadly to include emissions from all industries and fuel-burning activities, including individuals driving their cars or mowing their lawns with diesel mowers.
Are you referencing something else that I'm not seeing, or was this just an accidental misreading of "energyrelated" emissions? Can you confirm either way to avoid any misrepresentation here.

It occurred to me that perhaps Administrator Pruitt was discussing per capita carbon emissions. World Bank data (link) indeed shows an "over 18%" decrease in per capita C02 emissions from 2000 to 2014. Was his "C02 footprint" comment referencing U S. per capita, and not nominal, C02 emissions?
