Background: On May 22, 2017, US EPA Administrator Scott Pruitt issued a memorandum to EPA staff on prioritizing the Superfund Program, recognizing that Superfund cleanups have taken too long from start to completion Sierra Club v. EPA 18cv3472 NDCA Tier 13 ED 002061 00012843-00001 The Administrator retained his authority to select remedies estimated to cost $50 million or more that had previously been delegated to the Assistant Administrator for Office of Land and Emergency Management and the Regional Administrators Regional administrators and their staff have been directed to more closely coordinate with the Administrator's office throughout remedy selection process, particularly at sites with remedies estimated to be over $50 million Administrator Pruitt established a Task Force "to provide recommendations on an expedited timeframe on how the agency can restructure the cleanup process, realign incentives of all involved parties to promote expeditious remediation, reduce the burden on cooperating parties, incentivize parties to remediate sites, encourage private investment in cleanups and sites and promote the revitalization of properties across the country" The Task Force produced 42 recommendations to effectuate five separate, yet intertwined, goals: Expediting Cleanup and Remediation; Re-invigorating Responsible Party Cleanup and Reuse; Encouraging Private Investment; Promoting Redevelopment and Community Revitalization; and Engaging Partners and Stakeholders As we engage with our many stakeholders on the plan's details in an effort to greatly enhance our partnerships throughout the Superfund process, components of the plan may be revised to include additional actions that may be taken at any stage of feedback, preparation or implementation. Therefore, the plan was designed to be fluid, dynamic, adaptable and provide both substance and accountability. It will be a living, ever improving action plan Depending on the how the various recommendations may be further developed, the wording and objectives of these items will need refining to ensure consistency with existing laws.
