(202) 872-1060 OWc Address: ORESCON April 11. 1974 Since the initial announcement of the discovery of four d aths caused by angiosarcoma of the liver, and the possibility that these deaths may be occupationally related because of xposure to vinyl chloride, (Company), has participated in discussions involving the government, the scientific community and others that have expertise in the field of occupational safety and health. Briefly the current status of regulations respecting vinyl chloride in the workplace is: 1. The Assistant Secretary of Labor has issued an emergency temporary standard that became effective ' on April 5, 1974, a copy with analysis notes is attached. 2. There will soon be a proposed permanent standard published in the Federal Register. 3. It is expected that a permanent standard will be promulgated by late summer. .4 Scientific studies by Professor Maltoni had not implicated vinyl chloride in animals at the 50 ppm level, in relation to angiosarcoma of the liver. However, very recent evidence may make conclusion based on Professor Maltoni's work less certain. 5. The Federal Government is currently working on a morbidity study of employees in the manufacture of VC. OLI 1411 Page 2 6. -There la no known study of the effect, if any, on employees who have worked in the fabrication of PVC products that might contain small quantities of VC. (Company), along with other major companies is participating in financing an independent study designed to determine the experi nee of employees engaged in fabrication. This project is being directed and managed by Organisation Resources Counselors, (ORC), a consulting firm that has pioneered a cooperative approach to occupational safety and health standards. The technical aspects of the research will be under the direction of Dr. Leonard Chiazze, Director, Division Biostatistics & Epidemiology, Georgetown University School of Medicine. You are undoubtedly aware that the very existence of the polyvinyl chloride industry, and your share in it, is at stake. The proposed study would investigate scientifically any causal r lationships between the deaths of employees in fabricating plants and cancer known to be caused in animals by vinyl chloride. W hope that this research would exhonerate vinyl chloride at th levels found in fabrication. Your participation would be limited to making your personnel records available to the research team, and assisting in locating former employees (limited to those with at least twelve years' exposure to polyvinyl chloride fabricating r processing operations). When you have had the opportunity to consider this brief explanation, evaluate the records extant in your personnel department, and perhaps discuss the request with key management persons, 1 shall appreciate your contacting me or (name) to discuss the project in some detail.
