Old Business It was again emphasized If absent from a meeting then you must have a representative at the meeting. The unit craft safety representative may be a good substitute. The new bicycle policy was again questioned. The new bicycle procedure has not been clearly communicated, although Plant Newspaper, Procedure Bulletin, and Bulletin Board notices have been made. Time must now be given. People not leaving keys In cars parked In the plant was discussed. The Intent of the policy Is not to leave them In operating units, streets, etc. which could be blocking the access to an emergency. A recommended approach will be made by SHAC to the PMSB. New Business A question was asked on the proper procedure for the entry Into the ACY tank pit. When water Is In a tank pit, when does Materials Handling go Into the pit? What Is policy? The member was asked to go ask his supervisor for the plant policy. The current procedure Is that man ufacturing must take a sample before entry Into the tank pit. AN hoses connected and disconnected with 3 men was viewed with Ideal conditions. With rough water It Is difficult for 3 men to do the Job. Safety recently reviewed this Job when five men were working. Last year a task force studied this job to determine the proper staffing. How ever, any unusual or unsafe condition should be addressed to the night superintendent or supervision before performing the job. Department 19 Asbestos Is breaking loose on windy days. An answer was promised In October but no solution has been found. When will It happen? It was found that work has started on this project. SC 12260 LAM013457 When barge M25-PF has to have the RV changed, pipefitters must stand on valve handle to change out. Could a better solution be found? This will be referred to Materials Handling and Maintenance for an answer. A hose on docks was tested 1/17/84. It was understood that a 30 minute test was adequate. The next day the hose was used and It leaked. How long must a test be held to get an accurate test? Plant Engineering Technical Services will Investigate this problem. The phenol tanks needed scaffolding removed and carpenters went down to do It. Should one or two holemen be required on this Job? Answer: Normally, one holeman Is required for confined space entry. The phenol tank presents an unusual situation because of Its Inner annulus. This Job should be reviewed by supervision with LP6S on future entries. Welders were working during spill alarm In the plant because they could not hear the alarm. A new alarm will be added. Disaster planning - where do we stand? Answer: The disaster plan Is being updated. We will be having an emergency plant drill In April. Our next meeting Is scheduled at 1:30 on March 28th In the Personnel Conference Room.
