No emissions from the control device (incinerator) exceeded 10 ppm vinyl chloride averaged over any 3-hour period during this reporting period. Emission requirements of 61.64 (a)(1), (b), (c), (d) and 61.65 (b)(i)(ii), b(5), (b)(6)(ii), (b)(9)(H) are met by collecting, containing and incinerating vents from these areas prior to their release to the atmosphere. The exhaust gas from the incinerator is measured continuously with a Honeywell chromatograph. The exhaust gas from the incinerator is also sampled weekly (grab sample) and analyzed for vinyl chloride. There were 2184 3-hour periods for which the average emissions were determined during the reporting period. The Aberdeen Chemical Plant uses a batch suspension polymerization process producing a single grade of FVC resin. The stripping operation takes place in the reactor. VAB.0001115985 Quarterly Report - Vista Polymers A The vinyl chloride content of each sample is determined by test method 107 as prescribed in 61.67 (g)(3). Compliance with 61.64 (f) is attained by operating under the procedures approved by EPA Region IV on March 27, 1986, and not according to the procedure prescribed in Section 61.67 (g)(6). A performance test (leak detection survey) as required by this section was completed in November, 1989 on 260 valves in VOC service. The valves were cheeked in accordance with Test Method 21: Volatile Organic Compound Leaks. The readings of all 260 valves never reached or exceeded the specified 10,000 ppm level defined as a leak under 61.65 (b)(8)(ii)(B). Therefore, there are no recordable leaks. Since the plant has demonstrated to operate a process in which there are less than 2.0 percent leaking valves, the plant is exempted from 61.242-1 (d), 61.242-7 (a) (b), and (c), 61.246 and 61.247 of Subpart V. The piping from the Old Module receivers to the incinerator was monitored in November, 1989 using test method 21 of Subpart V and no readings reached or exceeded the 500 ppm limit as prescribed by 61.242-11 (f)(3).
