The rule establishes a maximum contaminant level and monitoring requirements for public community and public nontransient noncommunity water systems of 0.013 micrograms per liter (pg/L) for perfluorononanoic acid (PFNA) and of 0.030 pg/L for 1,2,3-trichloropropane (1,2,3-TCP). The rule also specifies information concerning PFNA and 1,2,3-TCP that must be included in annual consumer confidence reports, requires public nontransient noncommunity water systems to begin monitoring for radionuclides in 2019, and updates the monitoring and analytical requirements applicable to public water systems for other contaminants. In addition, the rule requires testing of private wells subject to sale or lease and of newly constructed wells for public noncommunity water systems and nonpublic water systems for 1,2,3-TCP; ethylene dibromide; and 1,2 dibromo-3-chloropropane. Finally, the rule applies existing regional requirements for testing for gross alpha particle activity and arsenic to the entire state and clarifies the laboratory procedures for such testing. EPA, 1:17-cv-01906 ED_001523_00000638-00011 523.6 regarding cost-share incentive funding for soil and water conservation land improvement measures. The rule specifies that state board members and state board employees are prohibited by board policy from entering into a cost-share (financial assistance) agreement while employed or serving on the board. The rule also clarifies the procedures district directors and district employees must follow to avoid a conflict of interest. The rule is effective Aug. 15, 2017. The update includes projected effluent limits of specific domestic dischargers. The update also may contain service area populations for listed wastewater treatment facilities, designated management agency information, and total maximum daily load revisions.
