Energy and agriculture provisions are driving the plan. "We always wind up doing it, so yeah, I suspect that's something we'll have to do," said Senate Finance Chairman Orrin Hatch (R-Utah). "There hasn't been much talk about it right now, but there's always loose ends that you just have to tie up." The items, which would revive short-term tax benefits to promote renewable energy sources like biodiesel and solar power, as well as rail lines crucial to farming communities, weren't included in the major tax legislation already advancing in Congress, H.R. .1 (1.15).
