The following information was obtained verbally from Gulfstream representatives.
Process Description: The company completes, refurbishes and services airplanes. Airplanes for completion fly in with a fully painted exterior but empty interior. Gulfstream no longer paints plane exteriors at the Appleton location. Airplanes for refurbishing require existing interior to be torn out and replaced. Service work includes engine work, changing tires, changing oil, etc. The facility builds airplane furniture. They have various booths with various levels of particulate matter (PM) filters: six glue booths with 1 or 2-stage filters, four small parts booths with 3-stage filters, one finish booth with a 2-stage filter and a second finish booth being built with a 3-stage filter. A computer numerical control (CNC) machine used in furniture making, is controlled by a dust collector. Sanding can take place outside of a booth, in which case a tent is set up and vented to a 3-stage filter.
Staff Interview: Gulfstream removed their paint booth for painting plane exteriors in July 2019. Booths are inspected daily before use. No pressure drop readings are monitored or recorded. Visual indications or bad flow prompt a filter replacement. Pressure drop readings are monitored and recorded for the CNC machine dust collector. The products used have volatile organic compounds (VOC) content limits. Throughput of products is calculated assuming 100% consumption at time of purchase with the exception of P13 finish shop which has a dump chart to track product disposal. Ms. Process stated that relevant workers are trained per 40 CFR Part 63 Subpart HHHHHH for Paint Stripping and Miscellaneous Surface Coating.

Data Collected and Observations: EPA toured the facility and observed a glue booth, finish booth, paint booth, the CNC machine dust collector, and a degreaser. The degreaser uses a non-halogenated solvent.
