1973 Plan for Air Emissions Monitoring
The Occupational Safety and Health Act establishes regulations on maximum allowable vapor and airborne particulate emissions in work areas. The Texas Clean Air Act establishes regulations on vapor and particulate contamination of ambient air. To ensure compliance with these laws, the Laboratory, Plant OSHA Committee, and the Environmental Maintenance Coordinator have developed the monitoring scheme outlined in the fol lowing Table. The Laboratory will follow this general scheme for air emissions monitoring during 1973, making modifications when necessary for continued compliance.

Summary of monitoring requirements for particulates under Rule 9: a. Initial monitoring in the period January 1, 1973 through
June 30, 1973. b. Subsequent monitoring according to the following:
1) Sources with emissions < 10 tons/year or with an emission rate <25% of the allowable emission rate are exempt from monitoring.
2) Sources with emissions >10 tons/year but <50 tons/ year or with an emission rate _> 25% but <75% of the allowable emission rate shall be monitored at least once every two (2) calendar years.
3) Sources with emissions > 50 tons/year and with an emission, rate > 75% of the allowable emission rate shall be monitored at least once in every monitoring period (January 1 - June 30, and July 1 - December 31).
This survey required for information requested in each TACB Permit for New Construction or Modification as provided by Regulation VI of the Texas Clean Air Act. The same information is also required by the Plant to ensure com pliance during emergency episodes as provided by Regulation VIII, Control of Air Pollution Emergency Episodes, Texas Clean Air Act.
